The dominant impression which I received was one of embarrassment. I understood that on his arrival in Washington, Mr. MACKENZIE KING was greatly surprised to hear people attribute a share in the responsibility for the affair to Canada and to ask him his intentions, seeing that he repudiates all (responsibility?) and considers that the question should be settled in consultation with the United States and Great Britain. I remarked that an article had appeared in 'Le JOUR' this morning stating that "the plans for the expedition ......... in our office" ...... The Under-Secretary repeated "the affair was carried through without our knowledge and contrary to our advice".
