grame No. 31-, le département d'état me fait savoir
que 1' "objet du décret ... 89 ... ... est de placer
sous la contrôle de la trésorerie des Etats-Unis
tous les ... effectués par les pays désignés dans
le décret -ou leur nation- qui ... l'usage des
facilités financières de ces pays. Il est impossible
pour la trésorerie d'assumer la responsabilité qui
lui incombe de ce fait de décider si, oui ou non,
un ... spécifié est de l'intérêt bien compris des
nations de l'hémisphère occidental, sans qu'elle
soit pleinement informée de la nature de ce ... .
Or, pour que la tresorerie soit pleinement informée,
il est important qu'elle soit saisie de faits tels
(qu'ils?) existent, en dehors de ce pays, d'avoirs
