Le département d'Etat à qui j'ai, dès le
8 janvier, demandé la reconnaissance provisoire de M. de NICOLAY comme consul à Panama pour la zone du Canal, n'a pas encore répondu à ce demande. Pourtant un de mes collaborateurs a été avisé ... qu'il était plus que probable qu'à la requête de département de la Guerre, la zone du Canal soit fermérà tous les consuls étrangers pendant la durée du conflit actuel. Par conséquent il serait peut-être indiqué de créer pour M. de NICOLAY une (poste?) consulaire s'étendant aux villes de Panama et de Cristobal et (qui) permettrait le maintien de notre consulat de Panama... représentant pourrait profiter des occasions qui s'offraient pour obtenir des autorités militaires des facilités pour pénétrer dans la zone du Canal.
