Je signale au département que la trésorerie américaine a refusé le déblocage du crédit pour le paiement du frêt et de l'assurance de l'envoi de 950 tonnes de viande de conserve aux prisonniers, sous prétexte que cette dépense devrait être réglée sur les crédits dont le gouvernement français disposait en Amérique du Sud.

Je demande des instructions à ce sujet.
Je vous prie d'autre prrt de me faire savoir le (plus tôt) possible les prochains départs de navires pour Lisbonne que nous pourrions utiliser.
