ATHERTON pour l'achat du stock de caoutchouc d'Indochine domicilié à Casablanca a été également adressée le 20 janvier au departement par l'ambassade des E.U. Pourtant aucune liaison n'a été établie par l'ambassade entre la fourniture de caoutchouc aux E.U. et la reprise du ravitaillement de l'A.F.N. en produits pétroliers.

Le département a transmis le 2 février une réponse à l'ambassade dont je vous communique ci-dessous les points essentiels:-
