A la demande de l'amiral ROBERT je voudrais vous
confirmer que le département d'état a précisé comme suit en
date du 15 juillet 1941 les conditions auxquelles sont
soumises nos relations avec les pays d'hémisphère occidentale
et la ligne Guyane-Brésil:-

1) Importation limitée aux seuls ... économiques de
nos possessions avec engagement de non-réexportation.
2) exportation des seuls produits des îles et
de la Guyane.
3) Engagement de communiquer à l'avenir les
noms des bâtiments affectés à ce service ainsi que toutes
indications sur la date de départ.
4) Engagement de donner au gouvernement des E.U.
tous renseignements sur la nature des cargaisons.
A cela s'ajoute l'obligation de respecter les
... de la liste noire tant (pour?) les achats que
(pour les) ventes.
