Au lendemain de la conférence de Rio de
Janeiro et devant le tour que prennent les hostilités, la situation du Méxique est la suivante:-

1) Politique étrangère.

Les déclarations officielles affirment que le
Méxique s'est nettement ... dans le camp des alliés. Il ne peut, en outre, ... la pression de Washington. Il a donné la mesure de sa collaboration en s'associant à la ... tendant à une rupture diplomatique générale avec les puissances de l'axe. On trouve ici que l'abstention de l'Argentine aura pour effet de donner au Méxique un rôle directeur dans le groupe des pays américains satellites de la politique américaine.
