1°. Le département d'état considère que je n'ai pas respecté l'engagement pris en août 1941 auprès de l'amiral LEANY, de ne déplacer le "..." qu'après en avoir informé les E.U. J'ai en réponse rappelé les conditions ... dans vos télégrammes 547-550, conditions non remplies par le gouvernement des E.U. et auxquelles était associée l'exécution de l'engagement pris. M. CORDELL HULL a prétendu que la promesse française (était) inconditionnelle et qu'il avait (prie) l'amiral LEANY d'intervenir auprès de V.E. pour solliciter une explication du déplacement du "..." qui préoccupe beaucoup l'amiraute ... . J'ai insisté auprès de M. CORDELL HULL sur le fait que la perte de 26 bâtiments saisis par la marine britannique depuis la date de la remise de la note française relative au "..." justifiait à elle seule la mesure prise et j'ai rappelé à ce propos que, privé
