M. SUMNER WELLES and M. ARTHUR de SOUZA-COSTA, Minister of Brazil, signed yesterday in Washington an agreement which is designed to aid the development in Brazil of strategic ..., in particular of (rubber?) and (vegetable oil ?) which the U. S. needs for its war effort, the U. S. agreeing to grant to the South American republic financial aid under the provisions of the "Lend Lease bill". Here are the principal points of the agreement.

1) A programme of mobilization of the ... ... of Brazil is to be established through a credit of 100 million dollars granted by the Export-Import Bank.

2) The assistance of the Lend-Lease Bill is granted to Brazil for her armaments.

3) A fund of 5 (million?) dollars is to be set
