Le sous-secrétaire d'état des Affaires étrangères m'a convoqué pour me faire savoir que notre consul Québec se ...ant à une propagande contraire aux intérêts alliés, le premier ministre avait décidé de lui retirer l'exequatur.

Je suis étonné qu'une mesure aussi grave ait été prise sans avertissement préalable, ne pouvant considérer comme tel deux observations d'ordre fort secondaire faites à propos M. RICARD qui savait seulement que ses activités étaient étroitement surveillées. Aussi ai-je demandé des faits précis. Mon interlocuteur n'a pu m'en fournir aucun:-l'attitude générale de notre consul était anti-britannique. Il distribuait des discours d'hommes d'état français où la Grande Bretagne était critiquée.
