Le ministère s'est formé sans trop de difficultés bien que poste Affaires étrangères ne soit pas encore pourvu.

L'anniversaire de la conférence de Téhéran a été célébré par une réception à l'ambassade soviétique où une plaque commémorant rencontre novembre 1943 a été posée, comme cela avait été déjà fait à l'ambassade britannique en octobre, et où une autre réception au Ministère des Affaires étrangères.

(43) Des discours, que la presse ne manque pas de souligner, ont rappelé à cette occasion les engagements pris par les Alliés à l'égard de l'Iran. Dans les idées de certains Iraniens, ces engagements peuvent d'ailleurs réserver à leur pays, tout en lui conservant une indépendance apparente, (statut) peu différent de celui de l' (Egypte) ou la (Syrie).

La présence prolongée de M. KAVTAHADZE à Téhéran (44) donne l'impression d'exercer sur le Gouvernement l'impressionnisme, et le parlement un contrôle dont se ressentent déjà les influences étrangères en vigueur depuis plus ou moins longtemps dans la vie politique iranienne. L'institution des conseillers américains qui a si peu réussi à pousser de solides racines dans le pays pourrait en être la première victime.

I. CEL...INALT ingénieur, directeur de la compagnie franco-uruguayenne des œuvres publiques (filiale de la régie centrale des chemins de fer et travaux publics, 8 rue Paul Baudri, Paris) porté sur la liste noire alliée par suite de la satisfaction qu'il a marquée en juin 1940 de voir (679) la France incorporée à l'ordre nouveau et par suite de son hostilité marquée encore la France Combattante et les Alliés. La compagnie qu'il dirige n'a pas subi le même sort, ce qui implique bien une mesure concernant l'individu lui-même et non les intérêts dont il a la charge. Son dossier au surplus, fait ressortir que déjà en 1914 il n'avait pas cru devoir répondre à l'appel sous les drapeaux.

II. BANQUE FRANCAISI-ITALIENNE pour Amérique Sud. La mesure prise contre cette banque en Uruguay est purement d'ordre général et n'entraîne pas ses directeurs RM. PRIPIREYI VECANOURI, BARBARI, Italion nondifascistes et VECANOI, Français, mémoire du comité franco-combattante.

I. M. L'attitude hostile envers France Combattante du personnel supérieur et d'une grande partie du personnel subalterne de cette compagnie, sa soumission complète à Vichy, lui ont valu son inscription sur la liste noire alliée.

II. BANQUE FRANCAISE-ITALIENNE pour Amérique Sud. La majorité du capital de cette banque ainsi que de son personnel dirigeant étant italienne, s'est trouvée inscrite sur la liste noire alliée dès le début des hostilités.

III. ANDRE GAVIN Prangais, un des directeurs de la banque précitée a été porté sur la liste à titre personnel par suite de sa solidarité publiquement manifestée avec les Puissances de l'Axe.

Nous attendons donc le télégramme que vous m'avez annoncé pour l'indication des priorités pour préparer immédiatement les chargements.

3. Nous activons la procédure des régulations.
