Département d'État m'a demandé ces jours derniers avec une certaine insistance où en est la question de l'adhésion de la France à la déclaration du 1er janvier 42. J'ai indiqué dans mon téléphone 347 du 10 novembre le prix que le Gouvernement américain attachait à nous voir prendre place officiellement le plus tôt possible parmi les Nations Unies. Nous aurions intérêt je crois à ne pas retarder ce (7304) geste qui comporterait renouvellement à notre adhésion aux principes énoncés dans la Charte de l'Atlantique et dont la (répercussion) dans opinion publique américaine contribuerait à dissiper réserve et réticences manifestées dans certains milieux de la presse et du Congrès (voir mon téléphone de presse de ce jour) à l'occasion de la signature de notre poste alliance et assistance avec Russie.

Les Ambassadeurs du Chill et de l'U.R.S.S. a Washington ont discuté hier établissement des relations diplomatiques et consulaires entre les deux pays.

Le Ministre des Affaires étrangères a exprimé hier soir devant la presse ses remerciements a l'adresse du Secrétaire d'Etat américain qui s'est (entremis) pour que les négociations aient pu s'engager a Washington. Il a précisé que les représentants du Chill a Moscou et de l'U.R.S.S. a Santiago auraient rang d'ambassadeur. Dans une déclaration publiée ce matin Gouvernement chilien net en relief l'aide décisive apportée par U.R.S.S. a la défense de la civilisation et de la cause démocratique ainsi que le rôle considérable (337) que ce pays est appelé a assumer dans la reconstruction et la réorganisation de l'après-guerre.

Les journaux et les organisations de gauche expoiment et manifestent une très vive satisfaction. Quant au parti conservateur dans une déclaration publiée ce matin il attaque violement Gouvernement. Il dénonce le caractère anti-démocratique et anti-chrétien du Gouvernement soviétique qui tout juste a l'heure actuelle intervient brutalement dans les pays libérés pour faire obstacle au libre jeu de la démocratie.

Sur une initiative de la Bulgarie et par l'intermédiaire de l'ancien Ministre de l'Italie, M. LEMELI naguère rallié au Gouvernement du Maréchal MARGOLIO et resté en Bulgarie, une demande (de) représentation (mutuelle) provisoirement officieuse, a été adressée (477(9)) à Rome vers la fin du mois dernier. La démission du ministère SOSONI semble avoir contribué à différer la réponse italienne que le ministère de Sofia prévoit prochaine et affirmative.

En ... mon téléphone SE 748, je tiens (à) vous rappeler que la conférence de Chicago avait pour but un accord sur principe .U. aviation civile et sur (.N. "création") d'un conseil intérimaire. La position de la France à cet (égard) résultat de l'état actuel de son matériel, pour lequel (4809) elle est (tributaire) de l'étranger et notamment des Etats-Unis, ainsi que de l'importance des bases qu'(N." elle) possède particulièrement en Afrique du Nord et qui lui ont permis avant la guerre d'acquérir une influence prépondérante dans un grand nombre de lignes internationales.

Il se manifeste à Chicago une opposition entre l'Amérique, disposant d'une supériorité aérienne ... et désireuse d'établir la liberté absolue de concurrence sur les routes internationales, et la Grande Bretagne, handicapée par le manque d'appareils civils, qui préconisait l'institution d'un système de répartition obligatoire du trafic. (4809) Le débat le plus vif eut lieu au sujet du droit pour les exploitants d'une ligne long cours de prendre et de disposer des passagers et du fret au cours des escales dans les pays. C. La France de même que la .U. et ... se sont opposées à ces dispositions, préconisées par les Etats-Unis.

(4810) Finalement, sur l'initiative de la délégation française on adopte un compromis d'après lequel la convention conclue ne comporterait que le droit de survol et le droit d'escale technique, ce qui permettrait de rallier tous les Etats représentés. Les autres questions seraient réglées par voie d'accords bilatéraux.

Le Colonel **ITCH**, ancien attaché militaire à Moscou, qui avait rallié Maréchal TITO en même temps que M. **SIM(OV)ITCH** en mars dernier, a été nommé gouverneur militaire de Belgrade.

Bien que les milieux britanniques de Moscou se déclarent satisfaits du résultat des entretiens de M. (30261) **SOU(BASSI**, le titre de bonne source que ce dernier a quitté Moscou avec l'impression que l'entourage du roi et le Foreign Office n'accueilleraient pas sans réserve l'accord intervenu, dont l'application laisserait bien peu de chances (pour le) retour du Roi **PIERRE** à Belgrade et assurerait à l'**S.R.S.S.** une influence exclusive sur la direction politique intérieure et extérieure de la fédération yougoslave.
