Au cours d'un long entretien que j'ai eu avec lui ce matin Lord HALIFAX m'a indiqué à titre personnel l'intérêt qu'il verrait à ce que le Gouvernement français saisit la première occasion pour affirmer solennellement son adhésion aux principes généraux de collaboration internationale affirmés à Dumbarton Oaks.

(7336) D'après l'Ambassadeur d'Angleterre dont les impressions à cet égard confirment celles dont je vous ai fait part, l'opinion publique américaine dans ses couches les moins éclairées mais non les moins influentes, tend à interpréter notre alliance avec l'Union soviétique comme marquant un affaiblissement de nos liens avec les démocraties anglo-saxonnes et un manque de foi dans l'efficacité de la future organisation internationale (7336) de la paix. Lord HALIFAX croit inutile que nous nous défendions sur le premier point: il lui paraît par contre très désirable que nous rassurions sur le second l'opinion publique et parlementaire américaine. Il importe à ses yeux de marquer clairement que nous voyons dans le pacte récemment conclu une des bases du futur dispositif de sécurité collective dans lequel il s'inscrera, et non l'instrument d'une politique indépendante (7337) de sécurité franco-russe en Europe. Toutes réticences de votre part à cet égard ne peuvent que faire le jeu des isolationnistes qui, sans oser attaquer de front les projets Dumbarton Oaks, s'efforcent de miner la confiance du peuple américain dans la sincérité de l'adhésion que les puissances européennes leur donneront.

Etat de trouble où les derniers événements d'Europe ont plongé opinion américaine préoccupe visiblement l'Ambassadeur d'Angleterre (7338) et il se plaint de l'ignorance et de la confusion avec lesquelles presse américaine traite en général affaires européennes. Ses plaintes ne sont pas sans fondement, mais il faut reconnaître que la politique anglaise n'a rien fait depuis un mois pour rassurer cette opinion. I Les terrains .U. ou en cours .U. Appartiennent à la "COMPANHIA-RECOYOSOI-ERABILISATION", société brésilienne entièrement distincte d'AIR-PRANCE et gérant des adroports en vertu d'un contrat particulier avec le Gouvernement brésilien. Elle a pour président MILITALE dont le Département connaît l'attitude négative dans les affaires du .U. du Brésil (mon tél. 51 du 20 octobre dernier), et qui n'a pas protesté, à ma connaissance, contre le décret du 14 septembre. Le représentant d'AIR-PRANCE, M. DE BARRAL, que je n'avais pas manqué d'interroger, a (152) constamment émis l'opinion que nous ne (devrions) pas intervenir: l'utilisation future des adroports ne souffrira en rien, estime-t-il, de cet .U. qui au contraire régiera la question de l'entretien des terrains à l'avantage de la filiale.

II Quant aux installations (.U. et bâtiments divers) élevées sur ces terrains, elles restent légalement propriétés d'AIR-PRANCE. L'article 2 du décret qui prévoit seulement leur régulation éventuelle dans la mesure nécessaire à la défense nationale, permettra l'indemnisation des régulations de fait opérées antérieurement par les autorités militaires. La .U. administrative de ces régulations est poursuivie actuellement par M. DE BARRAL. Elle (154) porte sur du matériel, sur le .U. du camp militaire des APOREOS et sur la station radiophonique de SANTA-TERESA. Le Colonel VAGNET est au courant de toutes ces questions qui n'ont guère varié depuis 1939.

III L'attaché militaire (de) cette Ambassade a envoyé au Ministre de l'Air à Paris le texte du décret et des renseignements détaillés.

IV Après réception de votre télégramme j'ai renouvelé auprès du Président VARGAS et du Ministre des Affaires étrangères personnellement les réserves que j'ai précédemment annoncées au secrétaire-général de l'Itamaraty.
