(411) Les positions actuelles prises par les hommes politiques au pouvoir ne sont donc pas destinées à défendre des intérêts proprement syriens et libanais mais certains édits émis par des représentants de grandes puissances. Il ne semble donc pas qu'il soit profitable à l'Egypte de s'immiscer dans des discussions où aucun intérêt matériel ou moral égyptien et même arabe n'est engagé.

(412) Si l'opinion égyptienne a pu reconnaître les intentions françaises au Levant c'est qu'elle a été trompée par une propagande sans scrupules qui s'exerçait profondément à l'époque où, par suite des malheurs qui nous avaient privés de nos moyens communismaux, nous ne pouvions faire entendre notre voix.

(413) Vous pouvez rappeler au Roi que certaines agences britanniques et américaines n'ont pas hésité à envoyer en novembre '43 des informations entièrement fausses sur la situation au Levant et qu'elles ont continué depuis d'une façon plus insidieuse. Il n'est pas étonnant que l'opinion publique égyptienne ainsi jetée dans l'erreur ait vigoureusement réagi contre la France. (414) La délégation française au Levant a vivement regretté, étant donné les liens d'amitié étroits et séculaires qui unissent l'Egypte à la France. (M. Bien que cette nouvelle livraison soit de nature à encourager l'intransigeance des Ethiopiens à notre égard, et qu'elle ne soit pas exemptée de danger, il nous serait sans doute difficile d'invoquer des raisons sérieuses pour la retenir longtemps à Djibouti. La question mérite cependant un examen attentif.

Les Ethiopiens ont déjà reçu 16 canons de 75, 36 canons de 97, et des munitions abondantes (M. -maïs?) n'auraient pas encore été capables de reviser les 75, et leurs notions d'artillerie sont rudimentaires. Signé: DE BLESSEN.

Dès réception votre téléphone 909** j'ai remis une note au Département d'Etat au sujet de la radiation des listes noires des agences et filiales françaises en Amérique Centrale et du Sud, et une autre note demandant l'admission d'un représentant français à la commission des listes noires de Washington. Aucune réponse écrite n'a encore été faite à ces deux notes. Les indications suivantes ont cependant été données à notre attaché commercial par le Département d'Etat à la suite (d'un) rappel (7399) verbal.

I En ce qui concerne la radiation des listes noires, des différences de traitement sont envisagées selon les trois catégories énumérées dans votre téléphone sous référence. Il n'y aura aucune difficulté pour que les maisons de la première catégorie soient rayées sans délai. Les maisons de la deuxième catégorie seront rayées de la "proclaim list" autant qu'elles auront pu démontrer qu'elles dépendent exclusivement de leurs maisons mères en France. Les firmes de la troisième catégorie devront faire l'objet d'accord entre le (7400) Gouvernement français et le Gouvernement américain.

D'une façon générale, le Département d'Etat compte user de beaucoup plus de circonspection qu'après la guerre (19)14-18 pour la radiation des listes noires, afin de prévenir le rétablissement de relations suspectes avec attachés commerciaux allemands et japonais par les firmes qui y sont inscrites.

II Le Département d'Etat serait prêt à nous offrir dès maintenant une représentation à la commission des listes noires de (7401) Washington pareille à celle qu'il accorde au Gouvernement hollandais, à savoir, limitée à des conversations pour les cas (concernant) spécifiquement la France. Sur mes instructions, notre attaché commercial a nettement indiqué que la France s'estimait en droit d'obtenir un siège permanent sur un pied d'égalité complète avec les représentants anglais et américain comme elle en a un à la commission de Londres.

Je vous tiendrai informé de la réponse finale du Département d'Etat.
