I. La collection octobre, "C" des télégrammes "arrivée" et "départ," chiffre et clair, sera adressée au Département à Paris par l'avion de (28517) liaison. II D'une manière générale nous n'apprenons qu'incidement les achats en destination de l'Afrique Nord faits dans des territoires autres que l'Angleterre ou les Etats-Unis, de sorte qu'il nous est impossible de donner les (6161) renseignements qui nous sont demandés. L'Administration américaine a l'impression qu'on essaie de lui dissimuler ces négociations car à ses dires le NAJEE n'est pas plus informé que nous-mêmes. Il est d'autre part (bien désagréable), au cours d'une discussion où nous donnons comme argument les faibles quantités importées, (6162) de se faire objecter une importation d'Espagne (ou) du Portugal dont nous n'avons pas connaissance. I J'attire votre attention sur urgence qu'il y aurait \&amp; provoquer toute intervention utile a Londres afin d'obtenir que les autorités américaines et anglaises intéressées ne retardent plus onvol dans les camps de prisonniers du matériel considérable qui a été transporté à Göteborg par les bateaux HANGALONE et THAVANCOR.

II Les deux tiers de ces fournitures sont destinés aux prisonniers français. Elles consistent en colis de vivres et en vêtements. Je vous serais reconnaissant de me faire savoir (6179) si vous pouvez appuyer les efforts de la CroixRouge américaine afin d'obtenir le déblocage de ce matériel dont nos prisonniers ont un très pressant besoin.

III En ce qui concerne les stocks actuellement à Lisbonne et Barcelone, la Croix-Rouge américaine va les diriger graduellement vers Marseille. Au sujet envois ultérieurs de Philadelphie, ils seront désormais dirigés sur Göteborg et Marseille.

Ayant demandé à Buenos-Aires une audience du Sous-Secrétaire d'Etat pour lui présenter le Médecin-Général LE BARTEC, M. IBARRA GARCIA nous a reçus très aimablement et après quelques instants nous a conduits dans le Ministère du Général PELUFFO.

Le Ministre des Affaires étrangères nous a exprimé en termes chaleureux son ferme désir de contribuer à soulager les souffrances des Français. Il nous a fait part des démarches entreprises expressément à Washington auprès du Gouvernement américain pour obtenir autorisation de distraire du trafic interaméricain les trois navires français réquisitionnés et de les remettre à leurs armateurs, de manière à permettre le transport en France du ravitaillement offert par la République Argentine. Il (577) me prie de vous demander d'appuyer sa démarche à Washington où, (à ce qu'on) dit, tout le monde ne semble pas d'accord à ce sujet. Le Général LE BARTEC, se basant sur la nécessité de faire vite, de la jeunesse française, a suggéré alors que, si le "déblocage" de trois bateaux présentait des difficultés trop grandes, on se bornerait pour le moment (2) n'en débloquer qu'un, le CAMPARA.

Au cours de l'entretien, le Général PELUFFO a été amené à nous faire lire par M. GARCIA certains télégrammes de M. CARCANO. Un d'eux faisait état d'une conversation récente dans laquelle M. MARRIOLI aurait déclaré à M. CARCANO qu'il ne voyait pas (578) d'inconvénient à ce que des relations diplomatiques soient établies le plus tôt possible entre la République Argentine et la France par le moyen d'agents confidentiels ou ministres. Sans insister d'ailleurs davantage, le Ministre a exprimé alors l'avis que, dans (ces) conditions, des propositions concrètes à cet effet devraient être faites le plus tôt possible.

Un journaliste a interrogé ce matin le Président au cours conférence de presse sur le point de savoir si la reconnaissance du Gouvernement français était envisagée. Le Président ayant répondu, "Nous avons déjà reconnu un gouvernement de fait en France", un autre journaliste lui a demandé si une signification devait être attachée à emploi qu'il venait de faire des mots "gouvernement de fait" au lieu des mots (6211) "autorité de facto" Le Président a reparti que c'était là "du coupage légalistique de cheveux en quatre."

Il (peut être) difficile dire si le Président aurait délibérément usé du mot gouvernement dans sa première réponse. Le ton et les termes de sa deuxième réponse laisseraient en tout cas entendre qu'il n'attache pas d'importance à cette terminologie et parait (à tous) égards porté à remise (des questions) de cette dénomination.
