Comme suite à (mon télégramme) $171^{\text {e }}$ du 4 novembre, j'ai fait préparer une expédition par bateau qui partira pour Clipperton vers 5 janvier avec notre attaché militaire et les futurs concessionnaires des pêcheries.

Etant donné danger du débarquement, et la location du bateau ayant été connu de l'attaché naval britannique, j'avais demandé (791) à celui-ci si notre attaché militaire ne pourrait pas être pris sur l'hydravion que j'avais vu à Acapulco.

Il me répondit que la (M.) ne soulèverait aucune difficulté et m'expliqua que des entretiens étaient poursuivis à Washington pour établir une ligne aérienne militaire britannique Canada - Clipperton - norabore (792) NouvelleZélande et l'accord était escompté prochainement.

Des hydravions sont préparés au Canada avec tout le matériel nécessaire pour l'établissement d'une base aéronautique à Clipperton, l'étude préliminaire ayant montré que les conditions y étaient encore meilleures que supposées.

Après plusieurs jours d'attente l'attaché naval reçut des nouvelles de Washington montrant que (793) les Américains paraissaient vouloir s'opposer aux projets anglais. Le Barochal de l'Air britannique ayant fait remarquer à Washington que la question de Clipperton concernait la France, il lui fut répondu par un haussement d'épaules.

En outre, lors de leur dernière visite d'étude les aviateurs anglais ont trouvé dans l'île un bêrot de matelot (794) américain et sur le sable les traces d'une jeep qui a dû être débarquée d'un hydravion et remarquée.

Dans ces conditions, je crois plus indispensable que jamais une expédition et l'octroi d'une concession de pêche pour affirmer notre souveraineté, la base aéronautique ayant une grande importance.

Au cours d'une entrevue au Département d'Etat avec le chef de la division intéressée de l'office des affaires interaméricaines, et le directeur de la section française, j'ai présenté aujourd'hui l'argumentation contenue dans votre téléphone Diplo 458 en vue d'obtenir l'adhésion américaine au passage de la mission (VALLENT)-RADOT en Argentine. Il m'a été répondu avec beaucoup de qu'aucune (7490) modification ne pouvait être envisagée dans le point de vue que vous a déjà exposé M. GAFFERY.

Il apparaît, en effet, au Département d'Etat, qu'une distinction entre caractère officiel et caractère privé du voyage de notre mission est illusoire; des contacts devront forcément être établis avec les autorités argentines, ne serait-ce que pour les autorisations d'entrée et pour la tenue de réunions publiques dans le pays.

Actuellement Gouvernement américain s'abstient de toutes relations avec les autorités argentines et, (7500) pour ce motif, se refusent à tout échange de personnes ayant qualité officielle, même sur le plan culturel. D'autre part, Département d'Etat est convaincu que le Gouvernement argentin exploiteraît inévitablement la visite de notre mission, ou même celle de son seul chef venant pour parler à la population, pour battre en l'actuelle politique de pression poursuivie à son égard par les Alliés, laquelle pour réussir (7501) exige un front absolument uni.

Le grand prestige dont jouit la France en Argentine ne ferait qu'aggraver le mal. En réponse à votre télégramme circulaire 84(7) ministère des Finances et Economie nationale, je regrette de vous informer que les souscriptions à un emprunt étranger sont interdites au Canada:

I. En ce qui concerne la France par la réglementation du commerce avec l'ennemi, qui n'a été encore pas partiellement levée. Cette réglementation ne permet jusqu'ici avec notre pays qu'une correspondance commerciale d'information n'entraînant pas la conclusion d'actes de commerce ou la disposition de biens.

II. D'une façon générale par la réglementation des changes qui subordonne à une autorisation préalable de l'office des changes tout transfert de fonds sur l'étranger.

Et cet organisme (918) que j'ai consulté, ne serait disposé à donner de telle autorisation. Même utilisation d'un compte en France ouvert, que j'ai envisagée, n'a pu être acceptée, les Canadiens ou résidents au Canada étant tenus par la réglementation en vigueur de déclarer au Gouvernement canadien et de mettre à sa disposition toutes les dogmes étrangères qu'ils (groupe missing) que nous nous abstenons d'une action qui ne pourrait être en conformité avec la réglementation canadienne. No 149. Je me réfère à mon tél. 134. Les négociations anglo-éthiopiennes touchent à leur fin. Seules les clauses financières ont donné lieu à une surprise, que (E. = Gouvernement éthiopien?) (aurait) rejeté la subvention annuelle d'un million de livres qui lui était offerte pour le développement du pays à la condition que l'administration de ce fonds fût confiée (331) à un conseil mixte. Il a jugé humiliant le souci des Anglais de contrôler même en collaboration avec lui l'utilisation de la subvention.

Cette attitude paraît avoir été inspirée par certains Américains, notamment MR. HYERGER conseiller Ministère des Affaires étrangères et BLOKERS, directeur de la BANGUE D'ÉTHIOPIE qui, faisant appel à l'amour-propre éthiopien, auraient présenté la situation financière du pays sous un jour moins sombre qu'il ne l'est en réalité.
