Par ses résultats immédiats, le passage à Athènes de M. CHURCHIL (M. 4 net) peut être considéré que comme un échec. Non seulement l'union ne s'est pas faite, mais le fossé s'est approfondi. L'ENAS, loin d'être intimidé, semble s'être endurci dans sa résolution, les éléments réactionnaires d'Athènes ne parlent que de répression et de massacre sans engager d'ailleurs leurs personnes dans la lutte.

L'idée de dégager uniquement l'Attique pour y créer une zone protégée par les canons anglais apparaît comme une solution de désespoir. C'est l'unité même de la Grèce qui est en question: L'ENAS contrôle presque toute la Grèce continentale, après la défaite de ZEHVAS, et compte en cas de retraite sur de secours venu du Nord.

I. La presse soviétique annonce ce matin le départ pour Paris, en réponse à une invitation de la CIIT, d'une délégation des syndicats soviétiques, précisée par M. SOLOVIRV, secrétaire des syndicats, dakhine, président du syndicat des 47, MAVIL(LOV), président du syndicat de l'enseignement supérieur, KOCHRIEV, secrétaire (3093) de la délégation.

Le communiqué indique que ce voyage donne la possibilité aux dirigeants soviétiques de connaître les dirigeants du mouvement syndicaliste en France, et d'étudier avec eux les questions relatives à la collaboration des syndicats, ainsi que d'établir des liens d'amitié entre syndicats français et soviétiques.

Département (3094) sait quelle importance l'U.R.R.S. attache à la création d'une nouvelle union internationale des syndicats, et quel engin elle force sur la réunion du compte qui doit se tenir à Londres (non t61. 740-43) au mois de février dans ce but. Votre Excellence n'ignore pas non plus les conflits idéologiques qui l'opposent sur ce plan à certains syndicats étrangers et notamment à la réparation judiciaire du Travail. La (3095) visite à Paris de la délégation que préside M. SOLOVIRV ne sera donc pas probablement de pure politesse.

A) Une dépêche d'origine étrangère a indiqué que N. MASSIGLI était reparti pour Londres, porteur de propositions relatives à la conclusion d'un traité (5804) d'assistance mutuelle franco-britannique. Cette information incrasta risque de donner à penser que les négociations preliminares sont achevées et que la signature d'un tel traité est imminent. Or, si l'alliance de fait qui unit dans la poursuite de la guerre franco et Angleterre est plus solide que jamais, aucune négociation n'a été entreprise à ce jour pour matérialiser (5855) cet état de choses dans un traité d'alliance. France et Angleterre sont les puissances mondiales dont les intérêts sont nombreux et divers. La conclusion d'un accord formel suppose un ajustement de ces diverses positions, dont un examen attentif (.M.) effectué collectivement.
B) En ce qui concerne la question polonaise, la presse étrangère (5856) avait fait entendre que l'échange de délégués entre Paris et le Comité de Lublin pulludait à la reconnaissance de cet organisme comme Gouvernement provisoire de la Pologne. En fait l'(affluence) chaque jour de prisonniers, députés et évêques français en territoire polonais libéré exigeaitt de notre part l'envoi d'un délégué pour prévoir le rapatriement ultérieur de nos ressortissants. De même, (5857) parmi la colonie polonaise résidant en France se trouvait un grand nombre de Polonais se réclamant du Comité de Lublin. Cette double mesure n'implique pas modification de nos rapports avec le Gouvernement polonais de Londres et ne saurait être interprétée comme l'ansance d'une politique tendant à reconnaître au Comité de Lublin la qualité de Gouvernement provisoire.

## Circulaire 75.

### I. Politique intérieure.

#### A) Le pacte franco-russe devant l'Assemblée consultative.

Si, au sujet de certaines questions ... de politique intérieure, des divergences de TTC se manifestent parfois entre tel Ministre et la majorité de l'Assemblée, par contre c'est à l'unanimité que cette dernière a approuvé la signature du pacte franco-russe, première grande étape de la politique étrangère du Gouvernement. Cette adhésion unanime se reflète dans la presse parisienne (5853) qui de l'U.S. au U.S. a applaudi sans réserve à l'accord franco-russe. Dans l'opinion publique elle-même, la signature du pacte considérée comme garantie essentielle de la sécurité française rencontre l'approbation générale.

#### B) La clôture de l'emprunt.

Cette confiance témoigne au Gouvernement du Général de Gaulle, un nouveau accord de protection caractéristique dans le succès (5851) remporté par l'emprunt de la libération. Le résultat obtenu (160 milliards environ, dont 75% en numéraire) satisfait pleinement la Ministre des Finances. Cette étape victorieux d'ironie, ce dernier annonce des mesures concernant les avoirs français à l'étranger. En même temps, se poursuit l'action des comités de confirmation qui ont déjà fait regurger à mainte profitoire de l'ennemi. L'application (5858) du programme soigneusement conçu et clairement défini par le Ministre des Finances, continue dans avec méthode pour contribuer étape par étape sur le plan financier au redressement national déjà réalisé sur le plan extérieur.

#### C) Nationalisation des usines RENAULT.

Aux termes de l'ordonnance prise par le Conseil des Ministres, l'ensemble de l'entreprise RENAULT constitue désormais une règle (5853) nationale. Après la nationalisation des Ébulléres du Nord, celle des usines RENAULT marque la deuxième étape de la politique économique et sociale dans laquelle le Gouvernement entend s'engager.

Au cours séance parlementaire un député a demandé au Ministre des Affaires étrangères quelle était situation de Suède des réfugiés baltes. Le Ministre a répondu que les réfugiés baltes qui se faisaient inscrire à la légation de l'U.R.S.S. étaient considérés comme des citoyens soviétiques, les autres comme des apatrides. Il n'a pas voulu dire si le Gouvernement suédois avait reconnu de facto ou (de jure) occupation par les Russes des pays baltes. Quelques jours après, un communiqué du Ministre des Affaires étrangères a rappelé les détails de la remise aux autorités soviétiques (des) légations d'Esthonte, de Lettonie et de Lithuanie à Stockholm en 1940. Les Minstres de ces Etats ont prôvenu le Ministre des Affaires étrangères suédois du changement de régime intervenu dans leurs pays et ils ont déclaré vouloir (se retirer). Peu de temps après, ces ministres ont averti Ministre (des Affaires étrangères) (5810) qu'ils avaient reçu ordre de remettre à la légation de l'U.R.S.S. leurs légations respectives. Ils refusaient d'exécuter cet ordre et désiraient remettre leurs légations au Gouvernement suédois. Ministre des Affaires étrangères suédois n'a pas accepté cette solution et après discussion il a dû convenu que les ministres donneraient les clefs des légations à un agent du Ministre qui les remettrait immédiatement à un fonctionnaire de la légation de l'U.R.S.S., ce qui eut lieu effectivement à la fin d'août 1940. De cette façon les autorités suédoises ont évité de prendre parti dans la question du status des pays baltes.
