II. Il est probable que les (7536) autorités améri-

Afin d'éviter de retarder notre adhésion jusqu'à la remise de mes lettres de créance, M. BAUDET a adressé hier au Secrétaire d'Etat la notification prévue par tolégrame no 487 de M. HOPPENOT en spécifiant que j'ai reçu (7512) pouvoir de signer la déclaration au nom du Gouvernement français.
Gouvernement américain donne à l'adhésion de notre pays un caractère de solennité et envisage d'y procéder, en présence des représentants des trente-cinq Nations-Unies, à la date du $1^{\text {er }}$ janvier, anniversaire de l'acte original.

1°) Votre mémorandum du 15 décembre et ses documents annexés ont été étudiés par M. MONNET-PRANDE et NAYER. J'en ai personnellement entretenu le Général DE GAULLE et M. BIDAULT, et le comité économique en délibérant (5775) demain.
2°) Par deux télégrammes suivants M. NAYER vous fait part de la proposition adoptée conformément votre suggestion, en ce qui concerne l'utilisation de notre tonnage, et vous indique résultat de la conférence de Gaterte.
3°) Le Conseil des Ministres doit approuver une note diplomatique qui sera remise aux embassadurs comme suite à la lettre du 22 novembre. Cette note à laquelle (5776) le Général DE GAULLE attacherait la plus haute importance définit la position de la France, qui demande à être mise en mesure de poursuivre son effort de guerre. Elle souligne la gravité exceptionnelle de la situation matérielle, qui risque de paralyser cet effort si aucun apport extérieur ne parvient en temps utile. Nous insistons (5777) pour demander l'importation d'au moins 48.000 tonnes de charbon et nous appelons l'attention sur le très grave danger que fait courir à l'économie générale l'accroissement continu des prélèvements de vagons pour le compte des armées.
Je vous communique de texte dès qu'il sera définitivement arrêté par le Conseil.
