projet de ... des grandes puissances ébauche à Dumbarton Oaks, son
apparente application en Grèce, Belgique et Pologne, et les décha-
rations ambiguës du Président RiggisVELT à propos de la "Charter en
1983) "féminique", les Etats-Unis veulent laisser s'exprimer sous
leur égale les revendications de l'Amérique latine en faveur d'une
égalité des grandes et petites nations. Leur position morale pour-
rait s'en trouver améliorée en Amérique sans toutefois les obliger,
avant l'établissement d'un statut définitif par voie de consultation
(824) mondiale.

Les Etats-Unis ont également le plus grand intérêt
à défendre leur position dominante devant le rassemblement latin-
américain (un «île) s'appliquant (avec) quelque succès à réaliser, en
matière d'organisation du continent au point de vue politique, social
(conférence des syndicats ouvriers en Colombie où la délégation
(825) mexicaine remporte un triomphe) et économique.

Enfin les Etats-Unis voyant préconiser par la délé-
gation mexicaine certains projets destinés à éliminer l'Europe du
continent américain (voir mon télégramme 210 du 5 décembre) ne seront
sans doute pas fichés de les appuyer du poids de l'Amérique latine
tout entière. La réunion de la conférence (826) est donc presque
certaine.

Mexico semble avoir toutes les chances d'être choisi
pour lieu de réunion comme indiqué dans mon 169 du 5 novembre.

En ce qui concerne la participation de l'Argentine,
les commentaires de certains presse mexicains probablement d'inspi-
ration américaine indiquent que les moindres indices d'un glissement
du Gouvernement argentin vers la démocratie (827) sont grossis sous
projet-être l'idée de servir aux Etats-Unis pour assouplir leur atti-
tude. Il est donc possible que l'Argentine soit invitée, après une
consultation de pure forme lors des premières séances.

Enfin, rien ne semblant plus s'opposer à la réunion,
celle-ci pourrait (828) bien avoir lieu prochainement. Une indé-
mation de Washington l'annonce pour la période du premier au quinze
février.

Après deux mois de controverses (animales) dont il n'était guère possible de tirer une conclusion, Ministre Relations Extérieures mexicain vient de faire aux jourraux une courte déclaration sur les chances d'une conférence des chancelliers d'Amérique et sur son but.

Ministre a déclaré qu'actuellement se poursu1valent entre les (818) républiques américaines appartenant aux "Nations-Unies Associées" des négociations en vue d'une réunion de leurs représentants, mais qu'il ne saurait s'agir d'une quatrième réunion des .0 . du continent américain.

Gouvernement mexicain a manifesté son désir de voir choisir Mexico comme siège de la conférence. Toute décla? a concernant l'invitation de l'Argentine sera prise en commun. (819) L'ordre du jour sera décidé par la conférence, mais il croit que les entretiens concerneront principalement le projet de Dumbarton Oaks et l'organisation pan-américaine. Il estime que la réunion devait être aussi prochaine que possible.

Je crois qu'on peut tirer les conclusions suivantes de cette déclaration et des controverses précitées:
(820) Les négociations ont traîné, d'abord à cause de l'élection présidentielle américaine et surtout parce que les principaux intéressés voulaient avoir pris auparavant position sur le projet de Dumbarton Oaks, pour soutenir leur argumentation (821) (à la) conférence projetée.

Le Mexique aurait aimé une quatrième réunion des chancelliers américains, mais les Etats-Unis préfèrent sans doute une simple consultation de représentants, afin de garder une certaine liberté d'action (à l'égard) des décisions prises.
