La cérémonie qui s'est déroulée à Washington, le 28e janvier constate simplement une réalité; la réapparition de la France dans le concert des grandes puissances; contrairement à ce qu'ont déclaré certaines dépêches, la France Libre avait déjà adhéré, au nom de la France, dès le 24 septembre 1941, aux principes de la Charte de l'Atlantique.

B) Les rapports franco-italiens ont été évoqués au cours de la semaine passée. Un porte-parole du Gouvernement italien avait en effet déclaré que des négociations étaient en cours entre les deux pays, négociations (5) qui devaient, selon lui, porter sur le relèvement des Italiens de Tunisie. On fait proclamer du côté français, qu'aucune discussion n'est en cours sur cette question. Les conventions de 1995 sur le relèvement des Italiens dans la (Tunisie) ont cessé d'exister à nos yeux avec la déclaration de guerre de l'Italie à la France le 10 juin 1940. Quant aux réattivations éventuelles de frontières, elles ne sauraient être discutées que lors de l'élaboration du traité de paix. Si, entre-temps, il apparaît nécessaire de discuter avec le Gouvernement italien une convention d'établissement (6) concernant les Italiens résidant en sol français, cette convention viserait tous les territoires se trouvant sous juridiction française et serait établie conformément au droit commun.

C) La décision du Comité de Lublin de se constituer en Gouvernement provisoire ne modifie pas la position actuelle de la France vis-à-vis du Gouvernement polonais de Londres, avec lequel nous continuons à entretenir des relations diplomatiques normales. Nous observons avec attention, néanmoins, les efforts actuels du Comité de Lublin. La réforme agraire entreprise par lui est considérée comme (7) particulièrement importante par les Polonais vivant en France. Notre délégué à Lublin pourra nous fournir les renseignements dont nous sommes encore dépourvus à ce sujet.

D) Les négociations menées par MONNET à Washington en vue d'obtention du tonnage américain à la reprise de l'activité économique en France revêtent un caractère d'importance vitale pour ce pays dont l'industrie est menacée d'asphyxie par carence des matériaux les plus indispensables. MONNET a obtenu assurance que, dans la révision générale des tonnages, rendue nécessaire

## I Politique intérieure.

Le fait marquant de la semaine écoulée est la décision prise par le Gouvernement portant mobilisation de la classe 1943. Le Général DE DANIEL avait annoncé dès la libération du pays que cette dernière, loin d'être le but à atteindre, ne constituerait qu'une étape sur le chemin de la victoire; France ente-dait prendre, les armes à la main, la part la plus active à la conduite victorieuse des opérations. Les exploits des Forces Françaises Libres, des Forces Frangaises de l'intérieur, de la (2) Première armée Française corroboraient avec éclat la permanence de nos vertus militaires traditionnelles. (Dermièrement) les différents mouvements de résistance réclamaient la mobilisation. Mais toute mesure de mobilisation était nécessairement subordonnée, d'une part, au démarrage de notre projet industriel de guerre, d'autre part, aux importations de matériel de guerre allié. Ces deux difficultés semblent aujourd'hui en voie d'être levées grâce à la rapidité du redressement de notre économie nationale et à la conclusion d'accords opportuns avec les allies.

## II (3) Questions militaires.

Sur le front d'Alsace se (iE. développe) une assez grande activité ennemie qui est sans doute le signe de plus importantes attaques. Noter que:
(1) comme il a été déjà signalé, ce sont les mêmes troupes françaises qui sont toujours "sur la brâche" depuis le débarquement de Provence.
(2) Il y a grand intérêt à ce que les batailles se déroulaut en dehors des lignes fortifiées, l'ennemi, malgré les moyens dont il dispose encore étant évidemment plus vulnérable en rase campagne qu'à l'abri de ces positions bétonnées.

J'ai eu hier un entretien avec M. CONWAY du War Shipping Administration.
I. Sans attendre que soit éclaircie définitivement la confusion que je vous ai marquée dans mon télégramme no 2 et sans attendre la clearance de SHAFF, le War Shipping Administration dési gne les quatre premiers bateaux pour chargement janvier au cas où nous prenons les dispositions pour leur chargement.
II. Le War Shipping Administration marque ainsi (d'une) façon nette l'appui (7615) qu'elle entend nous apporter pour l'exécution de notre programme d'importations, et un désir éviter tout nouveau délai dans la mise en route de son exécution. Cependant M. CONWAY a attiré notre attention sur le fait que ces premiers chargements, véritable commencement d'exécution de notre programme, vont constituer une sorte de "test" pour le programme français. Tout d'abord, il faut que la composition des quatre premières cargaisons ne puisse donner lieu à aucune espèce de critique et nous prévoyons dans ce sens aujourd'hui avec ta composition (7616) de ces chargements. Il faut également veiller à ce qu'à leur arrivée en Framio le déchargement de ces cargaisons ne constitue aucun délai et n'apporte aucune gêne aux opérations militaires de manière à ce que, dans la suite, les militaires ne puissent invoquer aucun prétexte de caractère technique pour s'opposer au développement de nos importations. Je vous demande donc qu'un effort tout particulier soit fait même au prix de dépenses supplémentaires pour que le déchargement de ces premiers bateaux soit fait en temps record.
