Au cours de sa mission au Levant M. LANCRENON a été amené à se rendre en Turquie pour l'examen des questions touchant l'exploitation du ... CD.
Il eut de ce fait l'occasion d'entrer en contact avec les autorités turques notamment avec les ministres de l'Economie nationale et Communications.
A son (retour) à Beyrouth il me fait connaître qu'il a retiré de ses conversations l'impression que le Gouvernement turc (serait) disposé à ... la décision(.) (487) (ii) y avait lieu de craindre que des difficultés soient faites dans l'exploitation du chemin de fer en vue d'amener la société à acceptation d'une ... , conforme à la demande du Gouvernement turc.
M. LANCRENON a trouvé Colonel BELL représentant (du) commandement britannique pour des questions de transport en Turquie, particulièrement bien informé dans la question.
Après les difficultés (488) rencontrées par notre régie au Levant, et notamment la demande que vient de formuler le Gouvernement, ayrien pour que lui soit rendue la gestion du chemin de fer de Hadjaz, on peut se demander si ces diverses revendications n'ont pas une origine commune.
En tout cas, les impressions recueillies par M. LANCRENON à ce sujet ne me paraissent pas de nature à modifier la position prise par le Département telle qu'elle est exposée dans mon téléphone 157.

A l'occasion d'un déjeuner que j'ai donné pour fêter alliance franco-soviétique, Mme KOLLONTAY a insisté sur la profonde impression qu'avait faite à Moscou visite du Général DE GAULLE. Elle m'a déclaré que le haut commandement soviétique était bien décidé à déclencher à l'est le plus tôt possible une grande offensive, mais elle a cru que très probablement celle-ci ne pourrait avoir lieu qu'après la prise de Vienne.

Comité économique dans sa séance du 2 janvier a pris connaissance de vos rapports du 15 décembre et a examiné l'état général de la négociation dont vous a chargé le Gouvernement.
I. Le Comité vous donne son plein accord sur la forme que vous proposez de donner à la présentation de notre programme. Tout doit être mis en œuvre pour amplifier effort de guerre (57) de la France et l'apport extérieur qu'elle demande lui paraît comme nécessaire à conduite même de la guerre. Il n'y a donc pas en effet comme vous l'avez rappelé à vos interlocuteurs britanniques de différence de principe entre notre programme d'importations et les programmes britannique ou russe. La prolongation certaine de la guerre doit amener organismes responsables à modifier leur manière de voir (58) à cet égard, et il est de l'intérêt même des Nations-Unies de permettre à la France jouer pleinement son rôle dans la guerre aussi bien sur le plan économique que sur le plan militaire.
II. Le Gouvernement (ayant) déjà donné son plein accord à demande de retraite du pool des cargos français dont nous avons besoin pour exécution de nos programmes (mon tel. no 5052) M. RENE MAYER se rend à (59) Washington pour poursuivre avec vous cette négociation.
III. Comité est extrêmement inquiet de la situation de l'approvisionnement en charbon qui conditionne toute notre vie économique. La situation actuelle ne peut se prolonger et une importation de 400.000 tonnes si nous devions continuer nos livraisons au gramées est insuffisante pour permettre à nos usines de procéder (60) aux fabrications essentielles et à fortiori d'exécuter un programme de commandes militaires pour le compte des Alliés.
Le Comité a décidé en conséquence de maintenir la position primitive.
