I. Conformément aux clauses de l'armistice, les navires frengais actuellement aux Antilles ne peuvent pas (quitter) la proximité de leur lieu de stationnement actuel. L'avis de tous les déglasements de ces bâtiments entre les Antilles et la Guyane française sera notifié au Gouvernement des Etats-Unis ... par l'intermédiaire de l'ambassadeur de France \&amp; Washington ( 6 groups unreadable).

Il constitue la récapitulation et la confirmation des accords partiels intervenus depuis le 9 mai, 1942 au sujet des possessions franģaises des Antilles et de la Guyane.
I. Le Gouvernement des E.U. garantit de respecter la souveraineté française sur ces possessions et reconnait que celles-ci sont placées sous l'autorité du haut commissaire de l'Etat français.
(287) II. L'immobilisation des bâtiments de guerre et des avions français se trouvant aux Antilles et l'envoi des pièces démontées à Casablanca donnent au Gouvernement américain la sécurité qu'il recherchait. Le BARFLEUN peut naviguer mais un (avis) 48 heures sera donné au consul général des E.U. à Fort-de-France.
(288) III. Le haut commissaire demeure responsable de la défense et de l'ordre intérieur de ces possessions et garde à cet égard entière liberté d'action.
IV. Dans le conflit où sont actuellement mêlæ les E.U. ces possessions françaises restent neutres. Les E.U. s'engagent à respecter cette neutralité que de son côté le haut-commissaire appliquera strictement.
(289) V. Les transmissions par radio et par câble ne sont sujettes à aucune restriction, étant entendu que le haut commissaire n'autorisera l'envoi en code d'aucun message autre que les messages officiels et les messages en code commercial reconnu. La portée des postes de radiodiffusion sera limitée aux territoires français. Les navires assurant la liaison des Antilles avec la Guyane (290) et l'Afrique du Nord transporteront librement un sac de courrier officiel. En dehors de ce sac aucun courrier ne pourra échapper à la censure.
VI. Les accords antérieurs au suget de l'immigration et du trafic sont maintenus.
VII. L'effectif des forces militaires stationnées dans ces possessions ne sera pas augmenté. Il sera renouvelé par relèves. (291) Suite à mon tól. 290.
