J'ai reçu hier la visite de M. JENDRZENOWSKI jusqu'ici délégué à Moscou du C.F.L.N. qui vient d'être nommé délégué à Paris, et qui venait prendre congé de moi. Il m'a remis une lettre écrite par M. OSUSKA-NORAWSKI (3087) président, exprimant l'aspiration et la volonté des larges couches de la nation polonaise de développer la collaboration franco-polonaise tellement indispensable dans la conduite de la lutte qui continue contre notre ennemi commun, Allemagne, et prenant en considération que le renforcement des relations amicales franco-polonaises est d'une très grande importance pour les intérêts de la Pologne et de la France, subissant non pas pour la première fois (3088) l'agression cruelle de la part de l'Allemagne, leur voisin commun. "Le Comité polonais Libération nationale propose au Gouvernement Prívisoire République Française d'établir des relations directes et d'échanger ses représentants. Veuillez bien M. le Président, agréer l'expression de ma très haute considération."

Conformément aux arrangements pris au cours des récentes conversations de Moscou, M. JENDRZENOWSKI m'a déclaré que cette lettre ne serait pas communiquée à la presse et que le Gouvernement français y (3089) répondrait comme il le jugerait bon. Au cours de la conversation, M. JENDRZENOWSKI m'a fait savoir que le C.F.L.N. se proclamerait Gouvernement Prívisoire à la date du 31 décembre. Je pense que ceci ne doit affecter en rien la situation de M. FOUCHET qui serait déjà à Lublin depuis quelques jours, et qui restera délégué de facto auprès de l'organisme qui administre le territoire polonais déjà proclamé (remainder corrupt).

Au cours de sa conférence de presse d'hier R. STEYTINIUS a annoncé qu'à l'invitation du Gouvernement mexicain, les "inístres des Affaires étrangères des républiques américaines se réuniraient prochainement en conférence. Sécrétaire d'État a indiqué que l'Argentine ne participerait pas à cette réunion et il a ajouté "off the record" qu'il aurait sans doute une déclaration importante à faire bientôt au sujet de ce pays.

Il y avait une dépêche d'U.P. également publiée hier dans la presse américaine "R. STEYTINIUS suivre selon (7522) toute probabilité la ligne politique déjà créée par CORDELL HULL" à l'égard de l'Argentine, et "il est à prévoir que les State-Unis ne peuvent envisager de modifier leur politique actuelle de non-reconnaissance que si le présent régime démissionnait ou tombait." Suivant d'autres sources d'information très sérieuses, R. WELSON T. ROGKEFELLER, nouvellement nommé Secrétaire d'État adjoint pour les affaires des républiques américaines, aurait exprimé des intentions moins intransigeantes, mais il a néanmoins souligné que les éléments les plus marquants du régime actuel devaient être exclus pour qu'un compromis pût être envisagé. Le chef du Département politique m'a dit au cours de l'entretien que je viens d'avoir avec lui que le Gouvernement du Reich avait pris récemment le Gouvernement suisse d'assurer la charge des intérêts allemands en France auprès des autorités britanniques et américaines. La réponse donnée aussitôt par Berne a été négative. Département politique a indiqué en effet qu'il serait disposé à assurer la protection des intérêts allemands en France auprès des autorités françaises et anglo-saxonnes, mais à la condition expresse qu'il y ait réciprocité, à savoir que la Suisse pût prendre enfin la défense des intérêts français en Allemagne.

(2) M. POLEY-GOLAE m'a rappelé à ce propos l'entêtement que met Berlin à ignorer l'existence d'un Gouvernement français mais il m'a promis d'adresser (sans délai) un nouveau téléphone à son représentant pour lui marquer une fois de plus l'importance que nous attachons à cette question et l'inviter à ne perdre aucune occasion d'insister avec vigueur auprès de ses interlocuteurs allemands pour qu'ils reçoivent la solution que nous désirons et (qui est) trop longtemps attendue.
