Le nouveau Gouvernement roumain fait assez bonne impression au Secrétariat des Affaires extérieures où on note qu'à la différence du Gouvernement SARATESCO il ne cherche, jusqu'ici, baisser et paraît s'il s'employer à exécuter les clauses de l'armistice (tél. no 255 du 11 novembre). On se montre satisfait et Secrétariat des Affaires extérieures du fonctionnement de la Commission Armistice alliée qui siège sous la présidence du haut commandement militaire soviétique, et à laquelle Gouvernement anglais (est) représenté par une assez nombreuse délégation.

(66 BIS) La question qui préoccupe le plus loin anglais est celle du pétrole. Les Russes ont en effet démontré les installations d'un certain nombre d'exploitations pétrolifères et en ont expédié le matériel en Russie. Le Gouvernement britannique a déjà fait des représentations à Moscou à ce sujet, mais sans beaucoup d'insistance. Les Américains, par contre, semblent disposés à intervenir de manière beaucoup plus catégorique. On pense ici que leur intervention facilitera la tâche de tous les gouvernements alliés qui ont des intérêts analogues à défendre.

Le Comerçio d'hier a publié dans un court article de la U.P. certaines déclarations faites par **FREDERICK CHANFORD**, ex-président de l'Association nationale des Industriels des E.U., devant la Chambre de Commerce de New-York.

Le Ministre des Relations extérieures du Paraguay m'a fait savoir que par décret du 24 décembre son Gouvernement a reconnu le Gouvernement Provisoire République Française et a exprimé le désir d'une reprise des relations diplomatiques entre les deux pays.

I. Etant donné la formule limitative de la reconnaissance accordée antérieurement par le Paraguay au C.P.L.N., je vous serais obligé de me télégraphier les termes de la nouvelle (28) reconnaissance du Gouvernement Provisoire.

II. Le Gouvernement paraguayen avait précédemment transmis une demande d'agrément en faveur de M. ......... M., ancien ministre à Vichy jusqu'à novembre 1942.

Je vous serais obligé de vous mettre en rapport avec le Gouvernement paraguayen et de lui notifier que le Gouvernement Provisoire a pris pour règle de ne pas agréer les diplomates qui ont été accrédités comme chefs de mission à Vichy.

Le Gouvernement péruvien avait tout d'abord répondu négativement à l'invitation mexicaine (votre tél. 16) de réunir une conférence des ministres des Affaires étrangères américaines. Il l'a acceptée par la suite sans enthousiasme pour se conformer au désir exprimé par la majorité des républiques latines. La chancellerie péruvienne considère en effet que les états latins ne peuvent dès maintenant discuter utilement les problèmes économiques d'épuis- guerre, et ne pourront le faire aussi longtemps que les grandes puissances, Etats-Unis, France, Grande-Bretagne et Russie (6) ne se seront pas mises d'accord sur les grandes lignes d'un plan précis. Celui-ci une fois (formulé) les républiques latines n'auront, estime-t-on au Ministère des Affaires étrangères, d'autre voie à suivre que de l'accepter. Le Gouvernement péruvien est donc con- vaincu que la conférence suggérée par le Mexique n'atoutira à aucun résultat pratique.
