131-137. EXTREME URGENCE.

I. Le Gouvernement allemand donne son (permis) utilisation des navires de commerce ST-DOMINGUE, PPHR, GUADELOUPE, DUC D'AUMALE, ainsi que du pétrolier (PO)MN (BOURGOGNEY), pour le ravitaillement des Antilles.

II. Cet accord reste toutefois subordonné à la garantie que doit donner le Gouvernement, en faisant état d'un engagement (132) formel, pris par vous sous votre responsabilité en tant que représentant de la France, que vous prendrez toutes les mesures nécessaires en temps utile, pour qu'en aucun cas les navires de guerre et les avions immobilisés aux Antilles, non plus que le stock d'or et les navires de commerce, y compris les pétroliers qui s'y trouvent ou seraient en cours de voyage ou dans un port étranger, ne tombent (133) aux mains des puissances ennemies de l'axe, et qu'en outre vous vous abstiendrez de toute relation avec les autorités dissidentes de l'Afrique du Nord.

III. Cet engagement, que vous devrez me donner explicitement par message, sera mis sous les yeux des autorités allemandes qualifiées, ainsi que le texte du présent message. Cette double (134) communication en bonne et due forme est la condition sine qua non des facilités que nous revendiquons. Il n'est rien là au surplus qui ne soit conforme aux instructions que vous avez déjà reçues du Gouvernement français, et l'exigence allemande a pour origine les événements d'Afrique du Nord où avaient été déposées (135) les pièces de machinerie (composant) la des bâtiments de guerre.

IV. Il doit être entendu que nos bâtiments ne pénétreront pas dans la zone dite d'opérations. Pour autant qu'ils se conformeront à cette règle, le Gouvernement allemand, sous la (réserve) générale plus haut spécifiée, prendra toutes mesures pour qu'ils (136) ne soient pas inquiétés, sans cependant accepter de responsabilités en cas de méprise.

V. Dans le cadre de ce qui précède, vous arrêterez vous-même les mouvements des navires devant assurer le ravitaillement de la Martinique, la Guadeloupe, la Guyane par le moyen d'échanges commerciaux avec Amériques Nord et Sud. Vous télégraphierez (137) dates et itinéraires détaillés avec préavis de 8 jours pour communication préalable aux autorités allemandes. Ces itinéraires pourront être ceux fixés par votre message 55338,40 et 55348,54 dont
