Je me réfère à ma communication circulaire relative biens français sous séquestration no 25 du 17 novembre demeurée sans réponse.
Vous m'avez depuis communiqué la copie d'un rapport de M. PAUL-BONCOUR (envoyé) au Ministère de l'Économie nationale en date du 9 décembre sur la même question, et qui vient seulement de parvenir au Département.
J'attire votre attention sur l'intérêt qui s'attache à ce que le Département soit renseigné directement par vos soins sur ces questions dont le règlement relève de sa compétence et de celle du Ministère des Finances.
Au moment (16) où nous nous trouvions engagés dans des négociations importantes avec la Grande-Bretagne au sujet d'un accord monétaire, il était indispensable que je fusse informé par le télégramme des gages pris par le Gouvernement canadien en ce qui concerne les fonds appartenant à l'état au ... . Il eût également été utile que le Département fût renseigné plus rapidement, alors que des pourparlers sont en cours avec la Grande-Bretagne et l'Égypte sur la séquestration des biens français dans ces deux pays, des dispositions bienveillantes du Gouvernement canadien en ce qui concerne le même problème.
Veuillez me faire connaître quels sont les intéressés français qui pourraient éventuellement bénéficier utilement de ces dispositions (entreprises et détenteurs de participation), la question des comptes en banque et des biens ... (ayant été) réservés pour le moment.

"L'Association des Victimes de l'Allemagne et de Vichy" que préside K. FELIX ROUGHIN, a eu avec différentes personnalités américaines de Paris des conversations dont elle a retiré l'impression que le Gouvernement américain accepterait d'intervenir à Berlin par l'intermédiaire de la puissance protectrice des intérêts américains en vue d'améliorer le sort des Français déportés en Allemagne. Le Gouvernement français a précisément demandé au Comité International de la Croix-Rouge, il y a (94) quelques semaines, de faire les démarches nécessaires afin d'étendre sa protection aux civils déportés, cette catégorie de prisonniers n'étant pas couverte par la Convention de Genève du 27 juillet 1929 qui concerne exclusivement les prisonniers de guerre.
Nous avons d'ailleurs marqué que nous serions prêts à admettre la même protection pour les civils allemands internés en France dont le nombre est passé depuis la libération de la (95) métropole, à 12 ou 15.000.
Une intervention américaine tendant à appuyer cette proposition serait donc tout à fait opportune s'il s'agissait d'obtenir notamment, pour le Comité International de la Croix-Rouge, le 27e les internés aussi bien que les prisonniers de guerre et, pour les intéressés, le droit de correspondre avec leurs familles et recevoir des vivres et vêtements par l'intermédiaire du Comité International de la Croix-Rouge.
Veuillez approcher à ce sujet Département d'Etat et me faire connaître l'accueil qui sera fait à votre démarche.

Il va sans dire qu'aux chiffres mentionnés dans mon télégraphe 1003 en clair s'ajoutent les avoirs dont (M. dispose) au Canada 1'Etat français.
Comme l'ont indiqué mon télégraphe 215 et mon numéro 506 du 13 décembre 1944 les deux comptes en dollars américains s'élèvent à:
Compte A $1.597.580,75. Compte B $155.000.000.
En ce qui concerne (5) le compte en dollars canadiens, une somme de $1.350 en a été prélevée par le Bureau du Séquastre pour payer à la CAPITAL TWIST CORPORATION le solde des honoraires qu'elle réclame pour sa gestion des immeubles français. Puis (ce même) compte ... a été mis à ma disposition. Il s'élève actuellement à ($)35.243,59. Toutes les instructions relatives aux conditions dans lesquelles (ces) trois comptes pourront être utilisées ne ne sont pas encore parvenues, (6) et ils doivent être jusqu'à nouvel ordre considérés comme immobilisés.
J'ajoute enfin pour mémoire, que, après le 1er janvier, j'ai reçu $479.600. canadiens, destinés au paiement des cigarettes pour nos prisonniers de guerre.

Le nouveau Ministre des Affaires étrangères de la Grèce, donnant quelques explications sur la crise aux journalistes étrangers, a attribué, de même que le Général PLASTIRAS, la réaction des rebelles à la crainte (arronnée) d'un coup de force venu de la droite. Il a confirmé que l'établissement de la Régence et du "gouvernement .U. de gauche", écarterait désormais toutes préoccupations s'il en existait à ce sujet.
