Selon des informations de source autorisée aucune suite ne serait donnée à la demande présentée par l'Argentine le 27 octobre dernier de réunir une quatrième conférence consultative des Ministres des Affaires étrangères des République du continent. On pense par contre que le Gouvernement du Mexique invitera très prochainement les République américaines, sauf l'Argentine et le San Salvador, à se faire représenter à une conférence dite "des nations alliées et associées du continent américain". L'Agenda de cette (conférence), qui se tiendra très probablement à Mexico dans la seconde quinzaine de février, sera le suivant:

1. Examen du (N.) Dumbarton Oaks et sa coordination avec l'organisation (20) panaméricaine.
2. Etude des questions économiques intéressant spécialement le continent notamment en ce qui concerne l'après-guerre.
3. Examen des problèmes de sécurité continentale actuels et futurs.

La question argentine, dit-on, pourrait être soulevée à l'occasion de l'examen des problèmes de sécurité. J'ai appris en même temps que les services du Ministère des Affaires étrangères étudiaient actuellement sous la direction de M. VELOSO les problèmes que soulève le projet de Dumbarton Oaks et que la commission juridique interaméricaine dont le siège est à Rio de Janeiro avait déjà adressé à l'Union panaméricaine de Washington une série de rapports sur les mêmes questions.

I. En Roumanie, un représentant officieux, dont
les fonctions ne peuvent être d'ailleurs que provisoires, n'a pas
l'autorité (5868) (nécessaire) pour défendre utilement les intérêts
dont il a la charge, surtout dans des circonstances aussi difficiles.
Dans ce pays, nos intérêts, qui ne sont pas seulement d'ordre privé,
dépassent en importance ceux des Britanniques et des Américains, et
relèvent en partie du Gouvernement français(.) En outre, le colonie
française est de beaucoup la plus considérable, et le (5869) nombre
des prisonniers évadés est important. Par surcroît, le poste
de Bucarest, dans sa composition actuelle, ne dispose même pas du
personnel suffisant.

S'il est exact que l'U.R.S.S., la Grande-Bretagne
et les E.U. n'ont pas de représentants diplomatiques en Roumanie,
il n'en reste pas moins que leurs délégations à la commission d'ar-
mistice comprennent (5870-5872 not received)
(5873) les trois puissances alliées auront elles-mêmes décidé de
réteblir leur représentation diplomatique normale.

II. En Bulgarie, d'après les renseignements purse-
nus au Département, les Anglais et les Américains possèdent émlé-
ment des "représentants politiques" à Sophia: M. ROUSTON BONNELL
(anglais) et M. MAYHARD-BARNHS, ancien consul des E.U. à Dakar.

III. Ce manque d'information de votre part ajoute aux difficultés de la négociation que le Gouvernement m'a confiée.

La soirée de cinématographie française organisée hier par VOSK et dont je vous rends compte par mon télégramme en clair F/7 que je prie affaires étrangères de vous communiquer d'urgence, constitue évidemment (M. RE...NOV l'a souligné en termes fort clairs) le début d'une série de manifestations de rapprochement franco-soviétique.

(D'après) propos qui m'ont été tenus par mes interlocuteurs (7) (M. RE ces) manifestations sont attendues avec une vive impatience par les intellectuels, heureux d'avoir à nouveau à travailler sur une matière plus riche intrinsèquement que la culture anglo-saxonne, en même temps est-elle plus conforme à leur orientation traditionnelle. Un vaste marché d'échanges s'offre à nous, dont il convient tirer parti sans tarder.

I. À la lumière de ces nouvelles considérations, je tiens à revenir sur mon télégramme 678 du 4 novembre relatif à l'approvisionnement (8) des bibliothèques publiques de l'Union, ainsi que sur mon télégramme 681 du 24 octobre relatif à des envois massifs de livres français pour éventuelle traduction.

II. Je me permets également d'appeler votre plus bienveillante attention sur mon télégramme C/4 du 30 décembre relatif aux possibilités d'échange (films) entre France et U.R.S.S.

III. En attendant que soit conclu le contrat (commercial) régulier pour échange cinématographique, dont je vous entretenais dans mon télégramme C/2 du 26 décembre, (9) que je demande un lot de films français (documentaires aussi bien que films artistiques) pour être projetés en séance privée devant le personnel des services soviétiques de l'Information.

Il importe donc de faire (parvenir) à cette Ambas-sudépar les plus prochains courrier et à titre de premier stock à renouveler régulièrement, dix films français. Il me paraîtrait opportun d'y faire figurer notamment "Pont Carral" et des d'actualité de PAINLEVE. Mais je m'en remets.
