WALTER LELAND, président du conseil des sociétés savantes qui est au centre des études et travaux concernant la création d'une organisation intellectuelle internationale, m'a dit qu'il y avait maintenant dans les milieux américains intéressés un désir réel de voir l'INSTITUT INTERNATIONAL DE COOPERATION INTELLECTUELLE continuer son œuvre. On se rend compte qu'il est essentiel de ne pas perdre le bénéfice de l'expérience et des résultats acquis. Le problème sera d'assigner à l'INSTITUT son rôle, qui doit (134) être important, dans l'ensemble de l'organisation. Les associations d'éducateurs qui sont particulièrement actives voudraient voir créer un bureau international d'éducation avec plans distincts. Mais il y a aussi, d'après W. LELAND, un fort courant contre établissement de cloisons artificielles entre les diverses activités intellectuelles. Ce serait une erreur de vouloir multiplier (davantage) les instituts internationaux. Des doubles emplois et des conflits d'attributions ne manquent pas d'en résulter. (groups missing) de la sécurité d'ententes "régionales" fait l'objet dans le deruler numéro de "Guerre et Classe ouvrière" d'une étude de M. MALININE. Analysant le paragraphe C du chapitre 5 du projet établi a Dumbarton Oaks, M. MALININE fait remarquer tout d'abord que l'absence d'organismes régionaux (3150) était une des lacunes essentielles de la Société des Nations, l'attention ce l'Assemblée étant trop souvent absorbée par des affaires locales au sujet desquelles la majorité de ses membres était d'ailleurs Incompétente. L'auteur critique ensuite l'imprécision du paragraphe C en ce qui concerne la constation et la compétence de ses organis mes régionaux. Puis, relevant l'expression "accord régional" employé dans le projet (3150) Dumbarton Oaks, il proclame qu'elle est souvent, dans la littérature politique contemporaine, synonyme de "bloc", et il en vient à exposer le danger des "blocs" qui, loin (de) diminuer les chances de conflit, au contraire les augmentent, ainsi que les périls of mênent les "splères d'influence", formules du passé, génératrices de .0. à l'occasion de leur partage et qui "perpétuent la (3167) domination d'un gouvernement sur d'autres gouvernements, ce qui est incompatible avec le principe de l'égalité souveraine des états".

Par contre M. MALININE admet l'existence de "sones de sécurité", formule moderne imposée par les progrès techniques des armements. "Aurait-on pu protester si l'Angleterre avait jugé nécessaire de conclure un accord particulier avec la Belgique ou la Hollande afin d'éviter (3156) que les territoires de ce pays puissent être utilisés comme places d'armes contre la Grande-Bretagne" De même, personne ne saurait protester si l'O.R.S.B. désire dans le même but établir des rapports particulièrement amineux avec ses voisins les plus proches".

Au cours de la conversation, il a fait quelques allusions sarcastiques à d'anciens représentants ou partisans de Vichy. Il convient aussi de souligner le passage suivant du discours officiel: "Je sais bien de quelle importance la contribution (de la France) sera pour l'Europe et le monde. C'est l'intelligence de ce fait qui a poussé les représentants réunis à Dumbarton Oaks à assurer à la France dans la future organisation mondiale la place à laquelle lui donnent droit ses traditions, son (idéalisme) et son importance."

J'ai remis ce matin mes lettres de créance au Président ROOSEVELT, immédiatement après deux de mes collègues sud-américains qui devaient comme moi s'être acquittés de cette formalité avant la cérémonie de cette après-midi au cours de laquelle je devais signer la déclaration des Nations-Unies au nom de la France. J'avais été prévenu que ce premier entretien serait bref. Le Président m'a néanmoins parlé assez longtemps, donnant à notre entretien un caractère à la fois plus important et plus cordial que ne le comportait une visite (4) de protocole. Il vient de prendre du repos et sa santé paraît excellente. Au cours de la conversation il m'a parlé assez longuement et dans les termes les plus sympathiques de ces entretiens avec le général DE GADILLE à Washington, confirmant ce que ce dernier m'en avait dit lui-même à son retour en France. Revenant insidement à ce sujet à la fin de l'entretien, il a fait allusion à ses relations personnelles avec le Chef du Gouvernement français comme étant faites de confiance (5) et d'amitié.

Le Président m'a donné l'occasion, en me parlant de la libération de notre pays et du rôle du maquis, de souligner que la France disposait d'une jeunesse ardente, désireuse de se battre dès qu'elle aurait des armes et qui est à l'entraînement dans les camps (et l'armée qu'elle a rejoints après signature d'engagement volontaire. Le Président m'a dit qu'il croyait que 8 à 10 divisions françaises nouvelles devraient recevoir les armes et équipement nécessaires. Ces bonnes dispositions à l'égard du réarmement de la France (6) doivent favoriser les négociations en cours à ce sujet. Elles ne s'expliquent pas seulement par la prolongation de la guerre. Le Président, qui avait fait une allusion aux difficultés que pourrait éventuellement nous causer l'erreur des ETT, après l'épopée de la Résistance et la vie aventureuse du maquis, paraît avoir prêté un réel intérêt aux informations que je lui ai données sur la solidité du moral français et de l'unité nationale.
