## Directives hebdomadaires.

### A) Politique étrangère.

Les derniers développements militaires sur le front occidental ont eu, sur le plan des relations interallées, deux conséquences que vous devez relever.

I. Ils ont montré que la guerre ne saurait être gagnée sans une participation accrue de l'armée française. C'est ainsi que nous avons pu enfin obtenir des promesses qui vont permettre l'armement et l'équipage d'une première tranche de huit à dix divisions; la classe 1943 vient d'être appelée; les classes 1944 et 1945 le seront au fur et à mesure des besoins.

II. Ils ont montré également la nécessité d'une participation du commandement français au commandement (20) interallié; la conférence DE CAULLE - CHERCHILL - du 3 janvier constitue un premier résultat. Il faut espérer qu'il ne demeurera pas isolé.

En ce qui concerne les relations de la France avec les grands alliés:

I. L'U.R.S.S. Les directives précédentes restent valables; notés que la reconnaissance par Moscou du Comité de soutien comme gouvernement provisoire de la Pologne ne modifie pas la position de la France à l'égard du problème polonais.

II. Les E.U. La confirmation (29) par le Président ROOSEVELT que les mesures nécessaires seront prises pour l'armement de nos divisions devrait être de bon augure pour l'issue des relations entreprises par M. MORNET et relatives à l'envoi de matières premières et autres fournitures indispensables à l'effort de guerre.

De même la reconnaissance de la place que la France occupe à nouveau dans le monde devrait logiquement avoir pour conséquence que nous soyons associés à toutes discussions à venir.

Je crois devoir ajouter que, par son importance et son argumentation mêmes, ce discours est preuve suffisante de la force et de l'extension des sentiments anti-amóricains au Mexique. (Voir note par (7) valise numóro D-P d'hier). Il donne d'autre part la mesure de l'interdépendance matérielle du Mexique et des E.U. Le Ministre des Affaires étrangères, tout en définissant fermement la nécessité de l'amitié des E.U., entend ne pas abandonner l'ambition de placer le Mexique en tête des nations latino-amóricaines (.) (8) Enfin, son insistance à mettre en valeur la participation du Mexique à l'effort des Nations-Unies démontre sa volonté de le mettre au premier rang des organisateurs de la paix: "Le Mexique a tenu une place d'honneur dans la guerre, à laquelle correspondra une place d'hónneur dans la paix." I. Au mois d'août dernier le Gouvernement britannique nous avait fait part (d'un) dôrir d'établir une liaison aérienne entre le Canada et la Nouvelle-Zélande via Clipperton, et nous (l'avions) autorisé à effectuer sur cette île certains (atterrissages) d'essai.

II. Par un télégramme qui a été communiqué sous les numéros 173-175 notre représentant au Mexique signale qu'une force armée américaine aurait été débarquée à Clipperton. Je n'ai pas d'autre indication à ce sujet que la communication de l'atteché naval transmise sous (173) (dépêche) de votre Ambassade no 272 à la date du 25 décembre qui m'est parvenue ces jours derniers.

Je vous serais obligé de me faire savoir d'urgence si les autorités américaines avaient préalablement avisé votre Ambassade de leur intention d'installer une station météorologique dans l'île et si cette installation est peut-être en relation avec le projet britannique des lignes aériennes. Veuillez en outre me faire savoir la nature et, le cas échéant, les termes exacts de la communication faite à ce sujet par le Navy Department à l'atteché naval.
