Programmes de Radio-Levant sont actuellement encouragés d'émissions étrangères deux par jour en tchécoslovaquie et en polonaise, une en grec et une en roumaine. Les premières, qui ne sont pas normalement audibles en Tchécoslovaquie et en Pologne, se justifient naguées par la présence de divisions tchécoslovaques et polonaises. Le Levant, les secondes par l'utilité de diffuser les nouvelles alliées à l'adresse de la Roumanie et de la Grèce occupées. (56) J'ajoute que les émissions tchécoslovaques, polonaises et greques faites par les consulats respectifs n'ont pour nous qu'une valeur (M. Insignifiante) de proparande française. Seule l'émission roumaine est faite par nous. Je vous serais reconnaissant de vouloir bien me faire connaître si les services compétents sont d'accord pour que Radio-Levant supprime les émissions dans ces quatre langues. Je désirerais non seulement représenter aux consuls tchécoslovaque, polonais et grec que les circonstances qui justifiaient (27) ces émissions ont disparu, mais encore être autorisés à leur faire valoir que, de l'avis du Département, la tâche d'organiser ces émissions en destination de leurs pays respectifs incombe désormais à la radiodiffusion nationale française. Les 90 minutes ainsi gagnées chaque jour pour Radio-Levant seraient consacrées à des extensions très désirables des programmes français et arabes.

Après nous avoir transmis, ainsi que je l'indiquais par mon telégrame $110^{a}$ du 5 janvier, la liste des produits qu'elle compte nous livrer en janvier au titre plan militaire nous communique aujourd'hui les prévisions importations militaires pour le mois de février. Les militaires ont attiré notre attention sur le sarastère non définitif des (270) chiffres qu'ils indiquent.

Sont ainsi (prévues) environ 45.000 tonnes de produits alimentaires dont 5.400 tonnes viande, 4.200 tonnes lait condensé ou lait écrémé 25 poudre, 4.380 matières grasses et 20.000 bl . Ces prévisions comprennent également approximativement 3 tonnes savon, des produits divers et 55.000 tonnes de ... ... le total général étant d'environ 107.000 tonnes.

Nots avons de andé une augmentation des tonnages viande, lait, (271) corps gras et savon. Il serait souhaitable que vous interveniez dans le même sens auprès de CCAC en particulier pour la viande. En effet, les chiffres qui nous sont communiques sont très inférieurs à ceux qui devraient résulter du programme SACHNER de 223.000 tonnes. Il est inadmissible que l'on nous refuse des allocations de viande pour nos importations civiles en invoquant un (programme) militaire qui ne se réalise pas.

Le Commissaire du Peuple aux Affaires étrangères vient de me dire que le commandement militaire en Roumanie ne pouvait, dans les circonstances actuelles donner l'approbation à venue dans ce pays d'une mission économique française, mais qu'il ne voyait par contre aucun inconvénient à ce qu'un ou deux experts français se rendent à Bucarest pour (aider) notre représentant.

J'estime qu'(il y aurait) intérêt à envoyer dès maintenant ces deux "experts" auprès de M. SABRE(?) nous pourrions ensuite revenir sur la question de principe.

Le discours prononcé par le Président VARGAS a l'occasion du nouvel an (voir mon tel. en clair no 1) a eu une certaine répercussion dans l'opinion.

C'est pour la troisième fois en moins d'un an que le Chef de l'Etat promet de faire procéder opportunément à des élections générales. On a surtout proclamé l'avertissement du Président qui, marquant la gravité du moment, a tenu à souligner à ses auditeurs que "la vie nationale ne saurait souffrir aucune solution de continuité" et qu'il faudra tenir compte à la fois des traditions du passé et des aspirations de l'avenir.

On y (22) voit l'intention du régime actuel de ne céder la place que par étapes. M. COSTA REGO, ancien ministre et sénateur du régime antérieur, traduit le scepticisme de la majorité de la population dans un article publié par le "Correio da - Manha" en (insinu)ant discrètement que le Gouvernement prépare un système électoral qui exclurait pratiquement ses adversaires.

La partie du discours se référant à la politique extérieure du Brésil et qui ne manque pas d'intérêt, semble avoir produit moins d'effet sur opinion. Néanmoins les observateurs qualifiés estiment que la (ré)affirmation d'(23) amitié du Brésil à l'égard de tous ceux du continent et plus spécialement des Etats-Unis a d'autan plus de signification que le Président VARGAS a tenu à faire une allusion directe aux désaccords politiques entre les grands alliés et à l'angoisse que la "confusion des réclamations" jetait dans les esprits.

Rien que le Président n'ait fait aucune référence à la question argentine, son discours est interprété (partout) comme un appel à une solidarisation continentale toujours plus étroite et .U. s'étend à l'après-guerre.

Mon télégrapme 224* du 29 décembre 1944 et no 3** du 9 janvier 1945. Sans de nouvelles déclarations faites à la presse hier soir, le Ministre des Relations Extérieures, médecin vient d'annoncer qu'il est probable que les Chancelleries d'Amérique se (M. = maîtrent) (14) d'accord cette semaine sur la réunion interaméricaine. D'autre part, il a proclamé sa conviction de voir cette réunion "enraciner la doctrine continentale dans la conscience de nos peuples".

Les conclusions de son discours d'avant-hier sont de la sorte rendues encore plus nettes. "Dans les (15) débats déjà ouverts (où) surgit tant d'émotion à propos de l'organisation mondiale, l'équipe gouvernementale actuelle du Mexique place résolument le pays aux côtés des Etats-Unis et s'efforce de leur rallier toutes les républiques de l'Amérique latine."

Le discours d'avant-hier a été accueilli avec sympathie par la majeure partie de la presse. Un seul (16) journal (catholique) a publié une attaque lancée contre la politique du Ministre des Relations Extérieures par l'Ambassadeur du Mexique à Cuba, récemment rappelé, ennemi personnel du Ministre, et qui l'assure de livrer le Mexique aux Socialistes. La presse donne peu d'échos à cette (17) diatribe qui vise seulement à détruire par anticipation la candidature de M. PADILLA à la présidence de la République.
