(Je signais) au Département que le comité DE GAULLE de Colon a institué dans la ville de Panama un représentant permanent. Ce représentant est un Prangais nommé SYLVANE EICHARD, qui réside depuis plusieurs années en Amérique Centrale où il a exercé successivement les professions d'exportateur et d'artiste decorateur.

Il a rempli en (19...) les fonctions de ... à notre consulat de Colon, mais son évidente incapacité ne lui a pas permis d'y rester plus de trois mois.

Ayant longtemps végété, EICHARD vient de trouver dans le gaullisme une situation. Marié à une Française qui tient une maison de couture, il a installé dans le magasin de sa femme un petit bureau où il reçoit les membres du parti et le sympathisants.

Il a demandé par la voie de la presse à tous les Français "libres" et aux Syriens-Libraals de se faire immatriculer dans ses ... . Chaque semaine il fait une causerie sur les activités du mouvement de la France Combattante et surtout sur l'esprit démocratique qui l'anime. Les causeries dominicales sont radiodiffusées sous l'agide d'un groupe constitué surtout d'Espagnols réfugiés et qui s'(intitule) "Action Démocratique Internationale."

La personne fable d'EICHARD n'a attiré au mouvement gaulliste aucune sympathie nouvelle ni aucun renouvellement de prestige. Les autres marchands français qui vivent ici ont donné depuis longtemps des gages de sympathie à la cause des Alliés, et si quelques-uns, par précaution, se sont inscrits au parti DE GAULLE, la plupart estiment pouvoir se passer d'un interprète aussi ... qu'EICHARD pour manifester leur opinion.

Notre attaché financiar à Stockholm a signalé par une lettre du 23 juillet 1941 qu'un stock de ferro-silicium, acheté en 1940 par les soins de la mission d'achat en (Finlande), avait été (revendu) au fournisseur suédois VUGESERNISKA(-)EXPORT A.B., représentant (de la) maison suédoise FERRO-EXPORT A.B.

Sur le produit net de la revente, s'élevant à 125.213,75 marks finlandais, un premier acompte de 85.000 marks finlandais a été versé le (237) 24 décembre 1940 à la légation française à Hensinki. La (balance), soit 40.213,75 marks finlandais, a été réglée au moyen du (mandat) no. 452820, tiré le 25 juin 1941 sur la BORDISKA FORENINGS BANK en ... et remis à notre conseiller commercial à Helsinki, qui a délivré un reçu du dit (mandat).

Cependant, en réponse à une communication du Dgpartement des affaires étrangères du 10 juin 1942, le ministre frangais en rinlande a fait savoir que, d'après l'enquêle effectuée par lui auprès de gette banqus, vous n'avez jamais eu en votre possession le (mandat) précité. Il (236) n'a (pas) d'ailleurs été trouvé trace de l'encaissement d'une somme de 40.213,75 marks finlandais dans la comptabilité du poste d'Relainki de janvier à octobre 1941.

Je vous serais obligé en conséquence de bien vouloir me fournir dès que possible toute explication fidèle à cet égard. Il y aurait lieu de préciser la destination donnée aux fonds en question au cas où la somme en question n'avait (pas) été versés à la légation française à Hensinki.
