Suite à mon télégramme 12 et 15*.

Le Ministre de l'Education nationale du Guatemala vient de me dire (que) son gouvernement signe (re) une convention avec Gouvernement français aux termes de laquelle France s'engage à créer ici, dans le délai de deux années, une école maternelle et école d'art industriel (céramique, ferronnerie etc.) dont nous assurerions une formation. Le Guatemala prendrait à sa charge la construction des immeubles nécessaires, (16) achats mobiliers, machines, instruments et matières premières, ... participation de 75 pour cent et 25 pour cent ... ... représentant frais voyage et traitements de trois itinéraires et cinq maîtres ouvriers.

Cette convention serait dénoncée ipso facto si nous n'avons pu réaliser ces entreprises deux ans après date signature.

J'ai pu faire préciser sa pensée au Ministre de l'Education nationale. Il désire par là:

Il résulte de la conférence (200) tenue au U, que les prévisions concernant la réélection des moyens transport, chemins de fer, voies d'eau, etc. ......, faites lors de l'établissement du programme d'importations, se sont réalisées. Il n'y a pas conséquent pas lieu de revenir sur ce que W. (GUTHET) vous a déclaré à cette époque.

III. Les Alliés ont autorisé l'entrée en France de bateaux espagnols par les ports de Côte, Bayonne, Rouen, Le Havre et Bordeaux lorsqu'ils seront accessibles, à condition que certaines mesures de sécurité soient prises. Je pense que la situation telle qu'elle est décrite ci-dessus et la position prise par les Alliés en matière de capacités de ports et de possibilités d'évaluation sont suffisamment claires pour qu'elles ne soulèvent pas de difficultés au cours de vos négociations.

I. Ainsi que vous le demandiez, nous nous sommes préoccupés de faire clarifier la question des capacités de réception dans les ports et celle des possibilités d'évacuation. Finalement la situation a été éclaircie après une conférence de la ROUSSE et SHIDLEY à SHARP à laquelle prenaient part les Généraux GALK et SHORDEN et après (205) une conférence qui s'est tenue hier soir au .U. avec tous les représentants français des services responsables des transports.

II. Le résultat de la conférence tenue avec SHARP a été communiqué par téléphone aux Gouvernements britannique et américain ainsi qu'à WSA et NWT. Sontime informés de manière très précise que la position suivante a été adoptée: la capacité des ports ainsi que les possibilités d'évacuation seront maintenues par SHARP telles qu'elles ont été (206) certifiées. Ces capacités sont indiquées pour les ports méditerranéens à partir du IFP janvier: 8.000 tonnes par jour à condition que l'évacuation soit faite par des camions ou des péniches françaises. Pour les ports du Pas-de-Calais à partir du 15 janvier, 4.000 tonnes par jour. Ainsi que vous le savez, les possibilités d'évacuation des ports de la Seine ont fait l'objet de discussions. La position (207) clairement manifestée par SHARP est que si l'évacuation de 8.000 tonnes par jour pour les ports de la Seine peut apparaître difficile, les difficultés lorsque les navires arriveront peuvent et doivent être résolues. J'attire tout spécialement votre attention sur ce sujet en raison du poids-verbal du comité des ports et de la navigation du 12 décembre '44. Les ports du Pas-de-Calais seraient en principe réservés aux navires venant de Grande-Bretagne d'autant plus que ces ports ne sauraient pas recevoir des navires d'un (208) grand tirant d'eau. SHARP a adopté d'une façon très catégorique la

M. SELIN TAKLA, Ministre libanais des Affaires étrangères, est mort subitement le 11 janvier d'une crise cardiaque. Cette fin prématurée et soudaine sera certainement regrettée au Liban et en Syrie par nos adversaires, car cet ancien serviteur du poste s'était complètement inféodé aux clans qui mènent dans ses pays la politique actuelle.
