Nous attirons votre attention sur les mesures financières adoptées le 16 janvier par le Conseil des Ministres telles que les exposés le communiqué du Ministre des Finances que nous vous avons transmis. Ces dispositions s'appliquent aux Français résidant à l'étranger. Attirez notamment leur attention sur les peines prévues pour absence de déclaration. Il ne s'agit pas là de vaines intimidations. Faites largement savoir autour de vous que le Gouvernement est réellement résolu à dénoncer les dérobades, à (groupe missing?) à l'inconvénient (47) et à appliquer les mêmes sanctions. Il envisage sérieusement les mêmes peines de prison sans sursis nous disons sans sursis. Les capitaux français à l'étranger seront considérés comme mobilisés. Vous pouvez faire entendre par la même occasion que le Gouvernement dispose sur les montants à l'étranger des avoirs français de renseignements beaucoup plus exacts et plus abondants que ne peuvent croire les Français tentés de dissimuler leurs avoirs. I. La Trésorerie me fait part aujourd'hui de certains rapports qui lui sont faits par le War Department au sujet du taux de change du dollar et de l'état d'esprit qui se crée chez les militaires américains du fait des prix extrêmement élevés qui leur sont appliqués en France. Le sentiment général de tous les soldats américains est qu'aussitôt qu'ils s'adressent à des restaurants ou à des magasins (285) français, des bénéfices sont réalisés sur leur dos. Ils en retirent une amertume profonde qui se traduit dans la correspondance et va probablement avoir ses échos avant longtemps dans tout le pays et au Congrès. Il est possible même qu'une proposition soit présentée pour imposer que le paiement des troupes soit fait exclusivement en monnaie américaine.

II. La Trésorerie admet parfaitement que cet état de choses résulte plus des circonstances que de la simple fixation provisoire du taux (286) de change, mais elle est elle-même attaquée sur ce point. Afin de remédier au moins partiellement à une situation dont le développement ne peut être qu'extrêmement préjudiciable aux bons rapports futurs des deux pays, une solution pourrait être trouvée sans toucher aux dispositions monétaires actuellement en vigueur. Cette solution consisterait à faire bénéficier dans certains magasins ou restaurants les militaires américains d'une réduction très substantielle des (287) prix en France normalement demandés. Cette réduction qui pourrait être par exemple de l'ordre de 50% serait éventuellement compensée par une subvention en France accordée aux vendeurs qui en justifieraient par un document signé du militaire acheteur. Ce système pourrait d'ailleurs être limité à un certain nombre de magasins ou restaurants particulièrement fréquentés par les militaires américains.

III. La suggestion qui précède et qui d'ailleurs serait de nature à recevoir beaucoup de formes différentes est particulièrement recommandée (288) à votre attention. La charge en France que le Trésor français pourrait assumer de ce chef serait probablement compensée par les avantages psychologiques d'une telle mesure. Elle permettrait à la Trésorerie

Des informations que j'ai pu recueillir, il résulte que la production de quinine est libre en Colombie; mais on n'en trouve que des quantités insuffisantes (une certaine de kilogrammes maximum) et surtout sous la forme de "totahina" qui exige transformation pour être employée. La qualité serait médiocre.

Quant à (2) M. GALLATS, les renseignements recueillis sur son compte le dépendent comme un personnage de caractère assez étrange. Son honorabilité ne me paraît pas devoir être suspectée, mais il semble n'avoir eu aucune activité commerciale en Colombie, car il travaillait en qualité d'ingénieur dans une savonnerie.

Il s'est dévoué avec succès à la collection de dons pour les prisonniers de guerre français.

Je ne crois pas qu'il puisse obtenir des quantités importantes de quinine en Colombie.
