Lorsque les avions anglais allaient à l'île Clipperton pour préparer une base aérienne, j'ai suggéré au Département l'envoi d'une mission avec notre attaché militaire sous prétexte étudier pêche de roquin dont concession nous est demandée. Le Ministre des Affaires étrangères accepta et je préparai expédition. Les anglais n'ayant (4)avoir (qu'ils avaient) été forcés d'abandonner leur projet (groupe missing?). En même temps, Américains ayant débarqué une troupe armée sur île, je prévins le 4 janvier Ambassade américaine du départ de notre petit voilier à moteur auxiliaire du port d'Azapulco le 10 ou 12 janvier. Ce matin Ambassadeur américain m'a averti que la marine américaine (5) ne laisserait pas débarquer des civils et que Mexique a été invité à refuser tout permis de sortie en bateau que nous avons loué et équipé à grands frais.

(On m'a) assuré que la mission navale française avait été tenue officieusement au courant de cette mainmise sur notre île dont importance future comme base aérienne est (6) évidente. Il semble que la question ne puisse être réglée que par vous-même à Washington.

Je vous serais obligé d'intervenir d'urgence avec énergie car:

I. Ce sera affirmer notre souveraineté.

II. Des frais importants sont engagés, le bateau seul coûtant $100 par jour et le personnel attendant à Azapulco.

III. La concession éventuelle de pêche assurerait à France (7) des ressources considérables en vitamine A.

Les personnes autorisées à débarquer (doivent) être seuls les militaires français: attaché militaire et le caporal SCHELLER, chargés d'examiner conditions de la concession éventuelle de façon à ne pas gêner installations militaires présentes et futures. Nous ne pouvons pas admettre que mission officielle française soit interdite sur île française. Je vous prie de me faire savoir d'urgence résultat de votre intervention.

Cette Ambassade n'avait pas été informée de l'établissement d'une station météorologique par la marine américaine à Clipperton. Seul, attaché naval avait reçu à la date du 22 décembre la communication verbale dont faisait état mon no 272 du 26 décembre. D'après les renseignements qui viennent de m'être fournis par le Département d'Etat, la décision a été prise par les autorités navales (Western Sea Frontier) pour raisons "d'urgence militaire" dues à l'extension (240) des opérations dans l'afrique. Autorités civiles américaines n'avaient elles-mêmes, a-t-il été assurée, pas ou connaissance.

Une petite garde armée a en outre été installée pour défendre la station météorologique. L'assurance verbale m'a volontairement été donnée par le Département d'Etat que cette .U. n'avait été prise que pour raisons militaires et qu'elle réservait tous les droits de la France sur Clipperton. Il m'a été de plus indiqué que la (241) visite envisagée d'un représentant français ne souffrirait pas de difficultés. Néanmoins pour des raisons de sécurité militaire, qui sont les mêmes pour (tout) territoire où se trouvent des forces américaines, une notification préalable devrait être faite aux autorités américaines afin d'éviter toute méprise ou incident lors de l'arrivée de notre représentant.

... cette affaire ... ne semble pas se relier au projet britannique d'établissement d'une liaison aérienne entre le Canada et la Nouvelle-Zélande.

Je n'ai pas encore vu W. SURASIFUS dont la position avait été difficile, mais le Général VERREDI, représentant du Maréchal TITO, m'a dit ce matin que la meilleure conclusion a tirer de l'incident est que le Gouvernement yougoslave mète son départ de Londres et qu'un gouvernement provisoire doit immédiatement (se) former à Belgrade. Il m'a dit sa conviction que les principaux gouvernements alliés dont bien entendu le nôtre, ne refuseraient pas de le reconnaître officiellement comme tel. Un article de la constitution yougoslave prévoyant qu'en absence du roi, le Gouvernement exercerait ses titres, permetrait de se passer d'une rigueur. Le Gouvernement britannique (350) s'emploiera à essayer d'éviter cette solution extrême. Il est à la TOLs irrité par la démarche inconsidérée du roi et embarcant, car idée d'une déclaration avait été acceptée, sinon suggérée par lui. Il estime que le terme du communiqué n'excluent pas la possibilité d'un (compromis) que W. SURASIFUS s'emploierait à obtenir. Il espère enfin que, grâce à accord réel qui existerait entre W. SURASIFILL et W. STALINE sur la question yougoslave, et qui se manifesteraif par des communications directes assez fréquentes entre eux sur ce sujet, lebou pourrait détonner TITO de l'initiative principale. Mais l'inhansement de l'Angleterre (200) auprès du Gouvernement yougoslave m'a déclaré de la façon la plus nette que si le Roi persiste dans son intransigeance, le Gouvernement britannique était décidé à passer outre, et à éviter toutes difficultés avec TITO en accordant la reconnaissance de facto à un gouvernement qui se formerait à Belgrade. ... ... sur toutes les raisons que nous pourrons avoir d'accueillir avec la plus grande froideur les manœuvres auxquelles se prête le jeune Roi, dont le meilleur titre a notre intérêt est la mémoire de son père mort... ... ... ...
