"Il ne s'agissait pas d'une véritable mission militaire comme nous en enverrons le moment venu dans les Balkans, mais d'officiers de renseignement qui se sont jetés dans cette affaire a l'aventure. Je suis étonné, a-t-il ajouté, que la meme chose ne se soit pas encore produite en Roumanie (28556 not received) ..... Le contrôleur LENOIR a effectivement mis sur pied avec beaucoup de rôle et de compétence le service administratif et de l'ordonnance de nos missions. Il est normal qu'il soit aujourd'hui appelé à un poste qui réponde mieux à son grade et à son expérience.

Je suis d'accord pour son remplacement par un commissaire de la Marine.

J'estime par contre indispensable que son successeur soit (6249) maintenu dans la qualité d'ordonnateur-délégué agissant respectivement au nom des chefs missions civils, militaire et navale, et ne regolive pas le pouvoir d'ordonnateur second que W. VALENSI aurait demandé pour lui. Sous (craignons) autrement de voir se renouveler les difficultés administratives et financières de tout ordre qui ont paralysé nos missions jusqu'au jour où W. LENOIR a réalisé l'organisation actuelle. L'attaché naval et Général DE SAINT-DIDIER partagent entièrement mon avis.

Je vous adresse par le courrier copie des documents que m'a remis M. DUFF COOPER au sujet de l'intervention de son Gouvernement auprès des Etats de la Syrie et du Liban en vue de leur recommander de signer un traité avec la France.

Le note du Foreign Office rappelle que la signature d'un traité (190) est la conclusion nécessaire et inévitable du mandat et que pour sa part le Gouvernement britannique a donné son accord aux proclamations faites par le Général CATROUX dans ce sens. La France étant libérée, la conclusion d'un traité devient possible. Elle est même nécessaire pour régler toutes les questions (191) qui (ont) été résolues par les récentes protocoles. Le véritable intérêt de la Syrie est de ne pas laisser ces problèmes sans solution. Il n'est pas dans l'intention du Gouvernement britannique de préjuger la teneur des propositions que contiendrait ce traité. C'est une affaire qui ne concerne que les Syriens et les (192) Français. Les Britanniques ne cherchent pas à remplacer ou à supplanter la France ni à substituer les intérêts britanniques aux intérêts français dans quelque partie que ce soit de la Syrie ou du Liban. Tout en respectant l'indépendance de la Syrie, l'accord LITTLETON - DE GARLLE (193) prévoit que le Gouvernement britannique reconnaît une position prédominante à la France en Syrie et au Liban par rapport à toute autre puissance européenne. Cette même question a fait l'objet d'un entretien que j'ai eu hier avec l'Ambassadeur de l'Angleterre et dont le télégramme précédent vous donne la relation.

Le Ministre des Affaires étrangères argentin, ayant exprimé ... désir de me recevoir, s'est déclaré prêt remettre France les bateaux réquisitionnés. Commission alliée Washington est saisie question (M. : et a?) seule qualité pour autoriser remise notre disposition un ou plusieurs bateaux.

Je demande que démarches pressantes soient faites près Comité pour remettre d'urgence disposition France aux fins transport secours médicaux tout d'abord navire CARPANA, serions en mesure d'armer sous drapeau français. A1 cEblé ce sens attaché naval Washington et Commandant GAYRAL Rio de Janeiro, pourrions envisager aussi affretement navire suédois.
