Au cours de la dernière séance du Comité économique, situation des négociations dont vous avez été chargé à Washington a été exposée. Comité a insisté sur points suivants:

I Il est indispensable que toutes dispositions nécessaires soient prises pour que l'évaluation des navires attendant dans les ports français en février soit effectuée dans les conditions optima de célérité.

II Il importe poursuivre sans délai négociations concernant un accord général de prêt-bail entre (545) la France et les E. U. conformément aux dispositions prévues à l'article I du mémorandum franco-américain du 25 août 1944. Si cet accord n'était pas signé dans un très bref délai, la France devrait reconsidérer les engagements assumés à titre provisoire en vertu du mémorandum du 25 août.

III Programme de fabrication guerrière à effectuer par les usines françaises pour le compte armées alliées ne pourra être pris en considération que si Gouvernement français est mis à même d'exécuter parallèlement son (347) propre plan d'importations.

IV Gouvernement français estime qu'une partie des produits fabriqués en exécution de ses programmes de commandes doit être placée à la disposition de l'armée française afin assurer réarmement rapide des unités nouvelles. Soumette que des négociations soient engagées à cet effet le plus tôt possible. Afin assender vos efforts sur trois derniers points ci-dessus, une note diplomatique doit être remise par M. BIRAULT à Ambascaiseur des E. U.

M. SHONE, qui se trouvait Damas, est revenu d'urgence à Beyrouth ce matin. Il m'a demandé immédiatement un entretien.

Ministre britannique m'a exposé que le contrôle contre aujinis a intercepté une lettre de FOUAD HANZA HEY, Ministre d'IRD RICHER &amp; Ankara, à son souverain, aux termes (98) de laqualis je lui aurais déclaré dans une conversation récente, qu'il était impossible faire un traité avec le Gouvernement syrien, et que les dirigeants damascanis étaient des hommes corrompus que je (chasserais) du pouvoir.

D'après M. SHONE le Gouvernement de Sa Majesté, dans de tels propos, lui avait donné des instructions de s'enquérir auprès de (99) moi de leur véracité.

Je n'avais, bien entendu, rien dit de semblable à FOUAD HANZA, que j'avais vu il y a quelques jours, et auquel j'avais seulement fait un exposé discret de nos difficultés avec Damas, qu'il a vraisemblablement déformées au gré de son imagination orientale.

Au cours d'un entretien cordial il m'a donc été facile rassurer M. SHONE, qui paraissait d'ailleurs un peu gêné de sa mission. Le Ministre britannique est aussitôt reparti pour Damas.

Je vions de recevoir votre télégramme communiquant télégramme 52 de Washington.

Contrairement aux indications du Département d'État, les interdictions de la marine américaine ont suivi la notification officielle du prochain départ de l'attaché militaire; je vais la renouveler aujourd'hui.

Toutefois je doute de réussir à faire partir le bateau car d'autres procédés sont employés en sous-marin (36) arrestation arbitraire de notre navigateur et au sujet de laquelle j'ai vu le Ministre de l'Intérieur, tentatives de débouchage de l'équipage, bruit qu'un navire de guerre américain va arriver à Acapulco pour s'opposer au départ, etc. Entre temps un américain qui contrôle (39) toutes les pénéeries de requin sur la côte a annoncé qu'il allait (expédier) dans quelques semaines un bateau pêcher autour de Clipperton.

Je vais faire effort pour réaliser expédition malgré difficultés.

Le petit M. inattendu auquel s'est livré PIERRE II porte l'empreinte pris balbanique des hommes politiques ... et des militaires qui autrefois combattraient son père et le Prince PAUL. Cette ... (apporté) un trouble (groupe Threadble) sera certainement exploité. Mais il est à prévoir que ni le roi, ni ... pouvait y avoir de respect ... et fondé dans sa cause, ... sortiront ... . Les conditions mêmes dans lesquelles l'entreprise a été menée ont manqué de toute .U.

Le (50%) texte du communiqué a été établi sans que le roi consulté M. SURBATTON, son premier ministre qu'il n'avait pas vu depuis trois semaines, ce qui a été prononcé en monarque constitutionnel. Ce même communiqué a été remis à la presse quelques instants avant que le roi ne vit M. EDEN, qui venait lui demander s'y renoncer. Il a donc d'encaer le général D'ALEUR, alors qu'il l'intitialise de roi était destinée à déduire au plus haut point au Gouvernement soviétique, est d'une grande punition.

Enfin le roi, après avoir déclaré qu'il acceptait les bases des propositions de l'accord TITO-SURBATTON, élève des objections mal précisées, et l'ensemble manque de fermeté, clarté et de franchise. Signé GARRETE.
