I. Disposons un communiqué du Département d'Etat publié par les journaux, les autorités françaises à la suite de la mission GUERRETTIEN aux États-Unis, à Paris, qu'à compter du 1er janvier 1945, toutes fournitures civiles provenant des États-Unis en destination Afrique Nord et Afrique-Occidentale, seraient faites comptant et que sur cette fourniture civile, tout recours au mécanisme Land-lease ossserait le 30 juin 1945.

II. Cette information semble surprenante car:

1. Elle suppose, d'une part, que nous renonçons à compter du 1er janvier 1945 à invoquer une partie quelconque aide militaire au sens modif. Le 25 septembre 43 dans toutes fournitures civiles destinées à ces territoires et par extension à tous (345) territoires coloniaux.

2. Elle implique que le modus vendi du 25 septembre 43 prendra fin pratiquement le 30 juin 1945.

3. Enfin, elle suppose que tous les territoires africains seront par avance exclus de l'accord échéant dont la négociation a été confiée à BONNET, en contradiction avec la lettre 613 du 4 décembre du Ministre des Finances.

III. Je vous serais obligé d'en vouloir nous préciser d'urgence dans quelle mesure (346) ladite information correspond à des entretiens qui ont eu lieu à Paris et nous adresser pour notre information les correspondances ou documents qui ont pu être échangés à ce sujet. Nous risquons en effet de nous trouver placés dans une situation particulièrement difficile du fait du renversement d'une position dont nous avions pensé trouver encore la confirmation dans votre lettre 6333 du 18 décembre de l'Economie Nationale.

La conséquence probable de cette déclaration va être d'accroître immédiatement les difficultés de recours au Prêt-Mail payable pour les écarts du premier semestre 1945, et par suite de compromettre le ravitaillement déjà pénible des territoires en question.

**D'accord avec M. VALENSI, M. ALGAN désire attirer attention Département sur points suivants:**

I. Le principe de l'intégration du problème des secours à la Chine dans la conférence de l'UNRRA à Sydney étant acquitté, l'un des sujets de discussion les plus délicats qui pouvait rendre désirable la présence de M. ALGAN se trouve exclu.

II. Contratre au précédent de Montréal, UNRRA n'assure pas le transport des délégués étrangers en Australie. L'organisation du voyage est dans ces conditions extrêmement difficile, et l'absence (434) de M. ALGAN s'il devait se rendre à Sydney risquerait d'être fort longue.

III. Son absence serait en tout état de cause invisible, du fait qu'il assume seul travail liaison considérable avec UNRRA, et M. ELIACHER a été mis au courant fonctions UNRRA en Extreme-Orient lors son récent passage Washington. Il est d'autre part en possession de la documentation relative programme préparé pour Indochine et il a été tenu au courant de toutes réunions des comités et sous-comités de l'UNRRA Washington (documentations complémentaires viennent de lui être envoyées). En conséquence je tiens à vous recommander (435) la désignation de M. ELIACHER comme président de la délégation française. La composition de celle-ci, telle qu'elle est suggérée par votre no 304 n'appelle aucun délai de ma part, sauf en ce qui concerne le Docteur MAGER-NAT, qui vient d'être chargé de mission à Haiti (votre téléphone 43) et auquel il y aurait lieu de substituer un médecin français choisi sur place.

Je vous serais reconnaissant de me faire savoir d'urgence votre décision afin de me permettre de la notifier à l'UNRRA et de m'indiquer si je dois aviser Canberra et Sydney ou si vous le faites.

Suivant les informations que j'ai reçues, l'affaire Clipperton se rattache bien à la question des rapports anglo-saxons dans le Pacifique. Londres veut établir ligne économique vers Nouvelle-Zélande et Australie. Washington ayant refusé autorisation d'utiliser Pearl-Harbour, l'Angleterre a étudié la route Bernoulli - Jannique - Acapulco - (41) Clipperton - Bora Bora. L'autorisation de survol du Mexique et d'utilisation d'Acapulco fut accordée par le Président malgré l'opposition du Ministre des Affaires étrangères et celle du secrétaire d'Etat de la Défense auprès desquels les F.C. avaient sans doute fait pression. D'autre part à Bora Bora, ils anglaise, une base américaine a été installée d'accord avec le Gouvernement britannique, mais le Gouvernement américain refuse son utilisation par les avions anglais et simultanément s'installe à Clipperton (42), ce qui oblige l'Angleterre à abandonner toutes les études faites.
