"(I. 2417) ni Moscou et m'a exprimé non sans ironie son étonnement de ce que l'on cherchât à expliquer par une opposition de con Gouvernement (opposition qui ne s'était jamais manifestée sous aucune forme) le fait que la nouvelle manière de voir du Gouvernement britannique ne s'était pas encore traduite sur le plan des mesures concrètes. En fait le Gouvernement des Soviets n'a (2438) eu aucune raison de modifier le point de vue qu'il avait exposé à la conférence de Moscou et l'attitude qu'il a observée depuis lors n'a été que l'application correcte des décisions prises en (1943).
"IV. D'ailleurs M. KDEN (II.2418) lui-même avait conseillé à M. WASSIOLI, lorsque ce dernier avait été l'entretenir du désir de la France de participer aux travaux de la Commission Consultative de Londres (2439) 'de ne pas poser cette question avant qu'un Gouvernement français êt été constitué en France.' M. DEI. . . . a tenu à ce que je prenne note de cette phrase par écrit. Il est avis a été réellement donné, il y aurait eu intérêt à le porter à ma connaissance. J'ai rendu compte au Département de la campagne menée par la presse soviétique contre les indulgences. La Turquie, malgré sa rupture avec l'Allemagne, continuerait à transiger envers le Reich.

Le numéro d'août de "Bolshevik", paru il y a quelques jours seulement, apporte un dernier écho de cette campagne. M. PETROV y reprend en effet dans un long article tous les chefs d'accusation que j'ai eu l'occasion de signaler au Département par mes télégrammes de presse (4 groupes unreadables) (2492) autres aspects de la politique d'Ankara que les journaux de l'Union dirigent maintenant leurs batteries: ils s'attaquent sans ménagement aux prétentions turques de jouer un rôle dans les Balkans.

Les revues étrangères des Izvestia 1er, 14 et 18 septembre prenaient déjà à partie MM. RUETU, GETEN et YALCIH. L'obéissance qui croient que la Turquie peut assurer la sécurité des Balkans et qui s'inquiètent aujourd'hui de la situation dans la péninsule alors qu'ils s'accommodent fort bien de (2493 unreadables, 2494-2496 not received). (2497) C'est là une région dont l'U.R.S.S. entend faire un des glacis de sa défense: elle n'y tolèrera que des gouvernements amicaux jouant avec elle franç jus et refusant de se prêter à toute influence contraire.

n'auront pas, en dehors du maintien de la représentation suisse, été rétablies, je crois que la solution la plus adéquate serait d'amplifier l'état de fait actuel. La légation suisse occupe pour la protection des intérêts français, la chancellerie de l'Italie, un fonctionnaire suisse est le chef de ce service. Si, après accord préalable avec la légation suisse et le Ministre des Affaires étrangères argentin, M. RACH remplaçait ce fonctionnaire suisse (aurions) ainsi dans l'immeuble même de l'ambassade et sous ma direction une autorité française de facto pour s'occuper des intérêts français. J'ignore (589) évidemment à l'heure qu'il est l'accueil qui peut être réservé de la part des autorités argentines à une suggestion de ce genre, mais vu l'état d'esprit signalé plus haut, je pense que nous avons des chances de la voir accepter.

J'ajoute qu'il existe à Buenos-Aires une (.M.) analogue en ce qui concerne la Tchécoslovaquie. Le Ministre actuel, qui avait été accrédité à l'époque à la fois en Argentine et en Uruguay, a cessé de représenter son pays en Argentine après la prise de (Prague). Il continue à le représenter en Uruguay mais il possède à Buenos-Aires un bureau de caractère officieux où, au vu et au vu des autorités argentines qui ferment les yeux, il s'occupe des intérêts de ses compatriotes.
