La délégation du Brésil à la conférence de Mexico se composera de cinq délégués et de quinze assesseurs techniques.

Elle sera dirigée par M. VELLOSO, Ministres des Affaires étrangères, assisté de M. ACGIOLY, juriste, récemment Ambassador du Brésil auprès du Vatican; M. AGIR PAES, directeur des Affaires politiques du Ministère des Affaires étrangères; PEDRO CALMON, Historien, président de l'ACADEMIE BRESILIENNE DE LETTRES, CARLOS VITAL économiste.

La délégation brésilienne quittera Rio le 14 février à moins qu'on ne décide un nouvel ajournement de la conférence.

Il est question en effet de la reporter au (86) 7 mars afin, dit-on, de faciliter le règlement de la question argentine.

On se montre assez impressionné à Rio par:

I. L'attitude de plusieurs des Gouvernements ... d'Amérique espagnole qui dans leurs réponses à l'invitation du Mexique manifestent poliment mais fermement leur désir d'un règlement de la question argentine;

II. Les récentes nouvelles des S.O. affirmant que "les fonctionnaires américains chargés d'une enquête en Amérique latine ont pu constater que la solidarité continentale, qui avait atteint son point culminant après Pearl Harbour, s'est considérablement relâchée au cours de ces derniers mois". Les observateurs qualifiés, se (87) rangeant volontiers à la thèse souvent exposée par M. SUMNER WELLES, admettent que la procédure adoptée dans la pensée d'opposer l'initiative mexicaine à la demande de l'Argentine, a rompu avec la tradition juridique interaméricaine et diminue le prestige de son organisme le plus essentiel: l'Union panaméricaine.

L'avance extrêmement rapide des troupes soviétiques en Pologne me fait un devoir d'appeler l'attention (du) Département sur la situation matérielle dans laquelle se trouve M. POGCRET. Sans préjuger la manière dont sera dénouée la crise polonaise, la libération éventuelle de nombreux prisonniers français, l'existence d'intérêts économiques et financiers français importants à surveiller et à protéger, l'impossibilité matérielle de communiquer rapidement soit avec Paris soit avec Moscou, nécessitent l'envoi à titre permanent auprès de notre délégué, d'au moins une personne. Je vous serais obligé de vouloir bien me (131) donner des instructions à ce sujet.

En même temps pour les mêmes raisons (auxquelles) s'ajoute la cherté de la vie en Pologne libérée, il est indispensable que le Département prévoie de toute urgence en faveur de M. POGCRET à qui j'ai fait une première avance de 1.000 livres², une provision de 4.000 livres² par l'intermédiaire de cette Ambassade.

L'AGENCE D'ANATOLIK a publié hier soir (un) communiqué annonçant que les navires alliés, qui n'ont pu jusqu'ici approcher ces (.2M.) la situation militaire en Méditerranée et en France, étaient attendus prochainement à Istanbul.

Cette nouvelle, annoncée (en) communiqué, provoque la plus grande satisfaction en Turquie. Il est rappelé à cette occasion que les dispositions de la Convention de Contreux n'avaient jamais fait obstacle, d'un point de vue juridique, au passage de ces vaisseaux, et que (123) seulement ces raisons militaires s'y opposaient jusqu'ici.

Par ailleurs, l'AGENCE ANÔTOLIK prend bien soin de noter que ces navires de guerre alliés traverseront les détroits et se rendront en Russie soviétique, notre amie et voisine de la Mer Noire, ce qui constitue un autre sujet de satisfaction dans notre pays.

J'ai pu avoir connaissance du mémorandum important établi par M. MACMILLAN sur la politique alliée vis-à-vis de l'Italie.

Le mémorandum a servi de base de discussion à Londres et a été communiqué à Washington par M. LAW qui a (fait le voyage) d'Amérique en remplacement de M. MACMILLAN rappelé par les affaires de la Grèce.

M. MACMILLAN étudie les fonctions de l'A.C. vis-à-vis de l'Italie occupée, l'administration de l'Italie par l'A.M.G., les conseils à donner à l'Italie libérée.

Il est (455) joint plusieurs appendices exposant le détail des modifications à apporter à l'A.C. principalement en ce qui concerne la suppression de la section politique et l'emploi par l'A.C. des spécialistes presse, travail, commerce des Ambassades d'Angleterre et des Etats-Unis.

M. MACMILLAN estime que le travail le plus important de l'A.C., en dehors de la section politique, concerne l'Italie occupée (456) et l'A.M.G. Il préconise l'aide à l'Italie libérée sous forme de mission d'experts et de conseillers ne réservant un contrôle qu'aux besoins militaires, tous les droits donnés aux alliés par l'armistice restant réservés en cas de besoin.

Il demande la suppression de la section politique de l'A.C. l'octroi d'autorisation de chiffrage aux représentants italiens à l'étranger, la suppression du contrôle de la législation italienne en territoire italien, la suppression (ou la) modification du contrôle sur la nomination de fonctionnaires italiens, le retrait (457) des officiers de contrôle dans les régions et provinces rendues à l'administration italienne, ainsi que des officiers au commandement de l'A.C. qui s'occupent des beaux-arts, de l'éducation, du ravitaillement.
