M. ADOLF BERLE, nouvel Ambassador américain est arrivé hier soir à Rio. La presse brésilienne fait à cette occasion ressortir le caractère exceptionnel des relations entre les deux pays. Le journal officieux "A Manha" traduit la (pensée) générale en disant: "l'importance des relations entre les États-Unis et le Brésil est d'une telle grandeur, la somme des intérêts matériels et des valeurs morales mobilisées, est d'une telle ampleur, que la rôle de l'Ambassadeur américain dans notre capitale dépasse les attributions normales d'une telle charge". Ce journal écrit encore: "La politique des États-Unis et du Brésil ne se limite jamais aux intérêts de ces deux pays, mais s'étend à l'œuvre (21) collective du continent. Elle cherche à apporter autant que possible une contribution solide au panaméricarisme ..."

M. BERLE a accordé aujourd'hui sa première entrevue à la presse. Il a déclaré notamment: "Du point de vue politique, le Brésil a suivi les mêmes lignes que mon pays, ce qui sera important dans l'avenir puisque le Brésil doit être un des grands héritiers de la culture méditerranéenne après cette guerre." Faisant ensuite allusion (82) aux futures relations économiques entre les deux pays: "Les questions de crédit (n'arrêteront) plus le développement du commerce entre nos pays. Quant à la politique d'industrialisation du Brésil, notre opinion est que l'industrialisation augmente le commerce et que la concurrence amène toujours le développement des échanges mutuelles." Questionné sur la prochaine conférence de Mexico, M. BERLE a déclaré que les États-Unis mettaient beaucoup de confiance dans cette conférence. Il s'est abstenu dépendant de donner une opinion sur la question argentine.

Sur ma demande, le Gouvernement canadien examine la possibilité du rétablissement du service des colis entre la France et le Canada. Une mesure sur ce point a été prise récemment par le Gouvernement des Etats-Unis et étendue à l'envoi des colis de vivres ne dépassant pas le poids de 4 livres 6 onces.

Le Sous-Secrétaire d'Etat aux Affaires étrangères, en me faisant savoir que le Gouvernement canadien est disposé à autoriser incessamment de tels envois, me signale qu'avant la guerre d'expédition (38) par colis de certains produits tels que viande et poisson (48,2 était ?) interdite par les règlements commerciaux. Il s'inquiète d'éviter que de pareilles restrictions provoquent l'(48,2 arrêt ?) de ces colis à leur arrivée sur le territoire français.

Je vous serais obligé de vouloir bien me faire savoir d'urgence par télégramme les restrictions qui s'attachent actuellement (37) 48, en France des colis en provenance du Canada et qu'il y aurait intérêt à aligner faire viser les envois analogues effectués des Etats-Unis. Dès réception de ces renseignements, le Gouvernement canadien donnera l'autorisation en question et fournira au public les indications nécessaires.

Le Gouvernement péruvien explique dans un communiqué officiel remis hier à la presse son attitude à l'égard de l'Argentine et de la prochaine conférence de Mexico. Il publie le texte de la déclaration par laquelle il a fait connaître le 22 novembre son opinion aux chancelleries américaines et qui se résume dans les quatre points suivants:

I. Une réunion des Ministres des Affaires étrangères dans le but de discuter les aspects américains des problèmes d'après-guerre et la structure des organismes destinés au maintien de la paix, serait prématurée parce que les (négociations) entre les Grandes Puissances sur ces deux points ne sont pas assez avancées et parce que la conférence de Dumbarton Oaks doit être (17) complétée par des accords commerciaux.

II. En ce qui concerne la République argentine les motifs qui ont déterminé la création des réunions consultatives des ministres des Affaires étrangères ont été jusqu'ici des propositions communes et non des ... . Ce serait un précédent dangereux de (several corrupt groups) les états intéressés ont manifesté leur intention de respecter l'indépendance et la souveraineté de chaque état.

III. Le Comité interaméricain ... ... de Rio de Janeiro a proposé la création d'un comité préliminaire des états américains qui examinerait la nouvelle organisation de la paix et la proposition ... ... par l'Union panaméricaine aux diverses chancelleries qui ne sont pas encore prononcées.

IV. Le Gouvernement péruvien estime donc que les divers Gouvernements américains doivent continuer à crystalliser leurs impressions et attendre les résultats de la prochaine conférence économique avant de convoquer une quatrième réunion des Ministres des Affaires étrangères. Le communiqué déclare ensuite que le Gouvernement péruvien n'a accepté le 2 janvier la conférence de Mexico que pour conformer à la politique de la majorité des états américains.
