L'éloyement dans lequel se trouve M. FOUCHET ne laisse pas de me préoccuper. Je suis en raison du temps, dans l'incapacité depuis trois jours de lui envoyer un courrier. D'autre part la présence de nombreux prisonniers français en Pologne et en Prusse, dont faisait déjà état (164) la vestia du 25 de ce mois (mon tél. no 124), m'a été à nouveau signalée.

En l'absence d'instructions du Département et sans nouvelles des officiers de la mission des prisonniers, je me propose de détacher immédiatement à Lublin M. DELTOUR, dont l'expérience des affaires consulaires et de chancellerie sera particulièrement utile (voir mon tél. (163) 117-120), le Capitaine NEUBOUR dont il était question dans mon tél. 93 à 99xx et mon fils PHILIPPE GARREAU, sergent du 4ème bataillon chasseur-parachutiste, qui se trouve actuellement en permission à Moscou.

L'envoi de ces deux militaires en Pologne (166) permettra à M. FOUCHET qui étant seul ne peut se déplacer, de se renseigner sur l'état de nos camps et sur la question de nos prisonniers, que moralement nous ne pouvons laisser sans contact avec les autorités françaises. Je pense que ce projet, qui ne modifie en rien la situation de M. FOUCHET au point de vue politique, ne rencontrera pas d'objection de la part des (167) autorités soviétiques.

J'ajoute que le transfert de M. DELTOUR à Lublin pose la question de son remplacement et de la venue éventuelle à Moscou de MM. VALENIER et BALVAT, au sujet de laquelle j'ai écrit au Département de me renseigner par mon télégramme 107.

La situation en Syrie est sensiblement aggravée depuis dix jours. (Il ne reste) plus de doute que les dirigeants actuels aient décidé de passer à l'offensive, avec l'espoir de susciter des incidents sérieux dont ils prendraient avantage pour amener l'opinion publique locale et celle des représentants (140) diplomatiques étrangers, contre les autorités françaises. MABDAN DIEBIL voudrait refaire le (groups unreadable) par le Général SPEARS est caractéristique. La collusion subsiste entre le Ministre des Affaires étrangères syrien et l'ancien représentant britannique.

(141) Le discours prononcé par MABDAN DIEBIL le 13 janvier a constitué l'ouverture de cette campagne. Depuis, j'ai reçu trois lettres du Ministre des Affaires étrangères.

La première est une réponse à la lettre en date du 9 janvier que j'avais adressée au Président de la République pour protester contre la modification du programme scolaire. Le Ministre déclare qu'en approuvant ce programme, la Chambre des Députés a suivi ses prérogatives constitutionnelles et que le Gouvernement (142) a estimé que le projet de convention universitaire constituait une entrave à l'exercice des droits souverains du pays.

Dans la seconde lettre, le Ministre des Affaires étrangères demande qu'une réponse définitive soit donnée concernant le transfert des troupes spéciales.

Enfin par le troisième il demande que la délégation générale de la France (143-144 missing) (145) il y a deux jours pour s'entretenir avec ARDEL HARID-KISAMS. Il n'aura pas eu de peine à s'entendre avec le Chef national musulman de Tripoli d'Asie.

M. SIGNE, qui est à Damas depuis dix jours, reste dans une attitude de réserve. Les divers agents britanniques poursuivent leurs activités comme par le passé.

OSTRONSO, qui n'avait pas repris (contact) avec les ministres syriens depuis son retour France Ire demain Damas. (146) Je lui donne pour instructions de voir MABDAN DIEBIL et le Président de la République et de leur faire très sourtoisement

Après un nouveau discours de MARDAM DYEMIL qui contrebalançait ses thèses habituelles, la chambre a décidé de prolonger sa session extraordinaire pour régler la question de l'armée(.) Elle a également voté une adresse de remerciements au Général SPHARS (154) et à la Chambre des Communes britannique. Il apparaît des discours de MARDAM DYEMIL, des interventions de ses amis à la Chambre, et des mouvements de rue synchronisés par le Gouvernement, que celui-ci cherche un incident.

Je n'ai pas l'intention de me prêter à cette manœuvre.

Je tiendrait le Département au courant du développement de la situation lorsque OSTROHOG aura terminé l'enquête que je lui ai demandé de faire sur place.

Le"Gouvernement provisoire" compte s'installer a Varsovie des que ce sera matériellement possible, dans un delai probable de quinze jours. J'ai l'intention de le suivre et de reprendre possession de ce qui existera des biens français. On m'a assuré que l'Ambasado de France est complètement détruite.

D'après les premières (nouvelles) venues de Varsovie, quelques quartiers seraient intacte, particulièrement ceux où résidaient les autorités (136) allemandes, comme le quartier de Sucha où la Gestapo était installée.

Il n'y a pour le moment ni lumière, ni eau dans la ville dont l'acuás est interdit aux civils. Des équipes de mineurs s'emploient a rechercher et enlever les mines laissées par les Allemands. Je (ne) possede encore aucune nouvelle sur le sort de la population.

Par ailleurs on dit que M. STANISLAS SERZE.U.KWSKI, Ministre de l'Instruction publique, sera envoyé a Uracovie dès la libération de cette ville pour prendre
