NORREAL asks for authority to pay the Canadian Red Cross for parcels sent to French prisoners-of-war between November 9th and January 4th.

No also asks for instructions regarding a further shipment which will have to be paid for either by funds transferred from the United States or from the French funds frozen in Canada. Otherwise the order will have to be cancelled.

The Minister of Finance says that American soldiers are quite unjustified in complaining of high prices in France. Their food being supplied to them by the army, and their lodging by the French under Mutual Aid, they have no expenses except for luxury articles and entertainment, the prices of which are just as high for the French. He rejects BONNET's suggestion that the Americans should pay only half price for these things, the remainder to be provided by the French Government, on the grounds that it would be most unfair to place any extra burden upon a people who already are suffering from no heating and an uncertain food supply. He says that cases of fraud by dishonest shopkeepers are being dealt with for the sake of the French as well as the Americans, and that American residents of France find nothing unfavourable in the position of American soldiers in that country. SONNET requests details about a telegram he has received from GIACOBSI asking him to obtain the State Department's consent to send two Annamite speakers to the U. S. for French propaganda broadcasts to Indo-China.

**L'INTERVIEW** reports that the new Minister of Foreign Affairs in the Argentine Government may be **PORUETA COSTA**, who would be useful internationally but might not want to collaborate with **PERON**.

He has the impression from private conversations that most of the South American countries are anxious for the Argentine question to be settled at the Mexico City conference even although it is not officially on the agenda.
