Une dépêche de Londres, reproduite par les principaux journaux américains, annonce que le Gouvernement français a cédé à l'Allemagne et à l'Italie 35 navires marchand, actuellement situés dans les ports français de la Méditerranée.

Le correspondant à Londres du New York Herald Tribune présente cette cession comme une aide apportée aux armées du maréchal ROMMEL, à un moment où celles-ci souffrent d'une crise aigue de ravitaillement maritime. Dans le même journal, il est aussi fait remarquer que cette mesure a été prise par notre pays à un moment où le secrétaire d'Etat M. HULL se déclarait (mon tél. $3925^{x}$ ) "satisfait" des relations diplomatiques que les E.-U. contiment à maintenir avec le "Gouvernement de Vichy".

Je me réfère au télégramme que vous avez adressé à la
Croix-rouge française pour l'informer du refus de la trésorerie
américaine de débloquer les fonds nécessaires pour l'octroi à
la Croix-rouge américaine des avances nécessaires au règlement des
achats de conserves de viande pour nos prisonniers de guerre.
Nous comprenons que le refus des autorités américaines
résulte de leur opposition au principe de l'octroi d'avances à
la Croix-rouge américaine.

Nous vous prions (d') examiner s'il vous a été possible
d'intervenir à nouveau auprès de la trésorerie américaine pour
obtenir l'assurance (717) qu'elle examinera dans le minimum de
temps les demandes de déblocage qui lui seront présentées en vue
du remboursement à la Croix-rouge américaine du montant des achats
qu'elle doit effectuer en conséquence de l'accord signé en
novembre, 1941. Il nous semble en effet que, si cette assurance
pouvait être obtenue, la Croix-rouge américaine pourrait accepter
de continuer à faire ses achats et assurer ses expéditions, le
remboursement des sommes avancées par elle devant intervenir (à
bref délai).

Le récent voyage de l'amiral DARLAN en Afrique française est inter-
prété par M. CONSTANTINE BROWN comme une mesure de sondage destinée à
déceler l'état d'esprit des équipages des navires français stationnés à
Dakar et à Casablanca plutôt qu'à examiner l'état actuel des défenses de ces
bases françaises. D'après les informations qui lui seraient parvenues, le
journaliste conclut que les Français, déjà éprouvés par cette guerre, ne
consentiraient à jouer leur destinée en s'unissant aux Anglais et aux
Américains que s'ils avaient la conviction que les forces des Alliés sont
suffisantes pour assurer une offensive victorieuse en Afrique du Nord contre
les pulsances de l'Axe:- "Une attaque des (3936) Alliés sur les bases
françaises d'Afrique avec des forces limitées", aurait déclaré un officier
français récemment échappé, "se heurterait à une résistance inébranlable des
troupes françaises de terre et de mer. Mais si l'attaque se faisait en
force, la résistance française serait seulement symbolique."

L'éventualité d'une offensive alliée en Afrique française fait
encore l'objet d'un article de PHILLIP SINGH qui rapporte dans le "Washington
News" les déclarations récemment faites à ce sujet par M. WICKER, ancien
chargé d'affaires à (Tanger). D'après M. WICKER, des trois théâtres d'opér-
ation proposés pour l'ouverture d'un second front, ceux de la Norvège (3937)
et de la France doivent être écartés comme présentant des difficultés que les
préparatifs défensifs de l'Axe sur ces côtes rendent (insurmontables). Par
contre l'Afrique du Nord offre l'avantage d'un pays ouvert à l'ouest aux
forces navales et aériennes venant de la mer et qui bénéficie au long de sa
côte méditerranéenne d'une voie (ferrée), d'un système routier et de la prox-
ialité de la mer favorable au ravitaillement.

Le Maroc espagnol ne murait constituer un obstacle aux yeux de
M. WICKER qui affirme que les populations de cette région sont (extrêmement)
favorables aux M.O.
