Je vous communique ci-après la substance de deux télégrammes à la date du 26 et 30 janvier de notre représentant à Londres.

M. SUSASIC a rencontré à plusieurs reprises le Roi PIERRE II ainsi qu'ANTHONY HORN et l'Ambassadeur américain auprès du Gouvernement Yougoslave. Un accord se ferait sur la régence. M. SUSASIC ne démissionnerait (AM) mais élargirait son Ministère dont six membres entreraient dans le Gouvernement-Uni de Belgrade. Cette situation nouvelle (772) est due à la ténacité des Anglais qui ont hâte d'en finir, à l'inconsistance du Roi qui en même temps se montre inquiet pour ses biens et son autorité civile, et enfin à la crainte des Ministres Yougoslaves de rentrer dans leur pays les mains vides.

D'ailleurs la solution définitive dépend de TITO qui décidera en dernier ressort. Les préparatifs de départ du Gouvernement Yougoslave se poursuivent. Le Roi PIERRE II vient de faire une nouvelle (773) déclaration annonçant qu'il transférerait ses pouvoirs à une régence choisie et nommée par lui. Il a chargé M. SUSASIC de reconstruire son Ministère qui se composerait des mêmes Ministres. Cette décision équivaut en fait à une acceptation de l'accord TITO-SUSASIC. Il ne reste plus maintenant qu'à attendre l'accueil que lui réservera TITO. Celui-ci manifeste à Belgrade énergiquement sa volonté d'en finir et sa lassitude.

Je vous communique ci-après la substance d'un télégramme de notre représentant à Bucarest.

I Le premier protocole économique négocié en vue de l'application de l'article 11 de la convention d'armistice conclue entre 170, R.S.S. et la Roumanie a été signé vers la mi-janvier à Bucarest lors du séjour du Keréchal MALINOVSKY dans cette ville. Il précise que la Roumanie devra effectuer des livraisons échelonnées sur six ans qui représentent une charge (79%) annuelle de 100 millions de lei au moins. Des pénalités de retard sont prévues. Au cours des discussions qui ont précédé la signature de cet instrument les Roumains avaient vainement essayé de résister aux prétentions russes. Ils ont néanmoins obtenu de ne livrer que deux des quatre bâtiments de la flotte de commerce.

II Le Ministre des Communications revenu de Moscou vers la mi-janvier y a obtenu des concessions susceptibles d'améliorer (800) les transports ferroviaires. Le nombre des wagons mis à la disposition de la Roumanie passe de 1000 à 2000.

III Un accord a été réalisé entre les partis associés à l'action gouvernementale sur la définition des "crimes de guerre" et des responsabilités du U. du pays. La législation syndicale a été définitivement mise au point. Les fonctionnaires de l'État pourront (801) se constituer en syndicats.

IV La ... communique, au sujet de la déportation des Roumains d'origine ethnique allemand, que seuls les hommes âgés de 17 à 45 et les femmes de 18 à 50 ans seront envoyés dans des camps de travail. Selon MALINOVSKY, Budapest ne serait plus qu'un amas de ruines.

J'apprends par Département politique que Gouvernement français a décidé d'envoyer une délégation à la conférence économique qui se réunit à Berne dès lundi prochain. M. J'apprends de source anglaise que le Gouvernement britannique a demandé des visas pour vingt-deux officiers chargés du rapatriement des prisonniers. Le Gouvernement des Soviets n'a pas jusqu'ici donné de réponse, quoique les autorités de Londres aient accordé des visas diplomatiques à la mission du Général RATOV qui s'occupe en Grande Bretagne des prisonniers russes.

D'après mon information, les autorités anglaises qui négocient depuis plusieurs mois un accord de réciprocité (375) avec les Russes sur le sort de leurs prisonniers évoqueront cette question à la conférence de la Mer Noire. Elles s'attendent à ce que du côté soviétique on leur fasse remarquer que l'envoi d'une mission appelée à se rendre dans les camps situés en territoire polonais libéré suppose une entente préalable avec les autorités de Lublin. Il se pourrait donc que dans les (jours) à venir l'Angleterre fasse un premier pas en faveur du Gouvernement provisoire de Pologne.

refus par le Congrès des Etats-Unis de voter le budget
du délégué américain à la commission des crimes de guerre.
Veuillez confirmer le fait et me fournir toutes informations
sur portée réelle. Vous voudrez bien rappeler à cette
occasion au Département, intérêt que porte France à la
répression des criminels de guerre dont elle a cruellement
souffert. Gouvernement français s'est attaché à mettre
en oeuvre les initiatives sévères nécessaires; mais la
répression ne peut être efficace que par un effort commun
au sein de la commission de Londres, de toutes les
Nations-Unies, auxquelles gouvernement français fait
confiance pour poursuivre, d'accord avec lui, cette oeuvre
nécessaire de justice.

I Insister sur le fait que depuis septembre c'est la plus belle manoeuvre réalisée par les Français, en parfaite union avec les américains, mais sous le commandement français a qui l'on doit l'initiative de cette manoeuvre. La dixieme (armée) allemande est a peu près totalement détruite dans les proportions suivantes: $75 \%$ de son personnel, $100 \%$ de sa puissance de feu. Elle a perdu 17.000 prisonniers.

II Il est bon de (104) rappeler a nouveau que les troupes françaises n'ont pas été relevées depuis deux ans, et qu'elles avaient en face d'elles de puissants éléments allemands renforcés de troupes fraíches. La réduction de la poche d'alsace va permettre aux troupes françaises de prendre quelque repos (la ligne du Rhin étant plus facile a tenir que la ligne des Vosges) et (aussi) de remettre en disponibilité des divisions américaines en cas d'une attaque généralisée sur le front ouest.
