Le discours prononcé par M. WILLKIE, dont j'adresse le texte au Département par poste de demain, a suscité de nombreux éditoriaux dans la presse de l'est qui, pour la plupart, félicite l'ancien (adversaire) de M. ROOSEVELT du service qu'il a rendu à la nation en l'éveillant aux considérables difficultés d'une situation qu'il a dépêtnte sans indulgence.

Ce discours a provoqué, de la part du Président ROOSEVELT et de M. HULL, des commentaires que le premier a formulés en termes sibyllins, laissant entendre qu'il se refusait à toute controverse. Le second s'est borné à dire que, lorsque les faits seraient connus, la politique du Département d'Etat se justifierait d'elle-même.

Ils passeront la frontière à Laredo le 26 à une heure du matin.

II. Quatorze jeunes (matelots) célibataires refusent d'être rapatriés; je vous adresserai un rapport à leur sujet.

(67)III. J'ai fait savoir au commandant PLOURIE que vous l'autorisiez à bénéficier d'un mois de congé pour visiter sa famille (son frère travaille depuis 16 ans dans l'affaire Française "EL SOLEO", en basse Californie.)

Il s'occupera également de regagner différentes sommes dues aux armateurs par les pétroliers mexicains.

Si elle lui est donnée aujourd'hui il ne pourra en tout état de cause, arriver à la Nouvelle-Orléans que le 29 à 7 heures du matin, au cas où le délai d'attente se prolongerait, il y aurait peut-être lieu de retarder le départ du GUADELOUPE.

Je pris le commandant PLOURIE de vous télégraphier aussitôt que possible de Laredo la date probable de l'arrivée des dix-sept membres de l'équipage à la Nouvelle-Orléans.
