Je me réfère à télégramme d'Alger du 10 septembre
adressé à Londres et Washington concernant demande 135.000
tonnes blé pour Afrique Nord avant 15 décembre, étant
entendu que dans derniers jours décembre situation serait
examinée de nouveau.

J'attire votre attention de la manière la plus
pressante sur la nécessité avoir (.M. indications?) sur
les (6272) chiffres qui sont envisagés pour 1945 jusqu'à
soudure. Ces indications sont nécessaires aussitôt que
possible pour obtenir transport. Envoi des 125.000 tonnes
en octobre et novembre constitue opérations militaires qui
du point de vue transport pourraient être difficilement
renouvelées. Je vous signale que le télégramme adressé
récemment par HAJEN à Washington envisage chiffres de l'ordre
de 20.000 tonnes par mois, (la plupart) pour 1945. Príère
de transmettre ce télégramme à Alger.

Les misaions économiques ont récemment envoyé au Brésil un agent chargé d'étudier pour elles les possibilités d'achat dans ce pays de cotonnade pour nos possessions africaines et éventuellement aussi de coton brut pour la métropole. Les premiers rapports de cet agent M. BELLEST indiquent que certaines possibilités existeraient. Ainsi se posent des questions de règlement et il semble qu'il fut (6317) fait allusion auprès de M. Cette consultation populaire souleva de vifs mécontentements. Des réunions publiques ont été mouvementées. Le résultat doit en effet avoir une répercussion sur les élections présidentielles de 1946. Le parti réactionnaire représenté par les industriels et les gros propriétaires de tendance fasclate est très actif. (331) Son influence est grande à Caracas dans certaines circonscriptions.

Le parti du Général MEDINA ANGARITA a conclu une alliance avec l'Union Populaire pour faire échec à la réaction.

J'adresserai au Département par courrier un rapport détaillé sur ces élections dont les résultats dans le (cas) d'une victoire de la réaction seraient de nature à provoquer des mouvements populaires.
