Les tarifs concernant la situation des réfugiés espagnols en France ont provoqué une campagne de protestations adressées à cette légation. Le ministre des affaires étrangères m'a assuré (qu'ils) l'efforçait de s'irroger celles de ces rumeurs dont il (connaissait) la fausseté par les rapports que lui envoie la légation du Béxique à Vichy. En particulier deux aspects du problème des réfugiés le préoccupent.

I. L'enregistrement des travailleurs espagnols, qui fait craindre leur envol en territoire occupé ou en (Allemagne).

II. (180) Les difficultés récemment faites à la légation mexicaine pour l'envoi en Afrique du Nord, par la voie postale, des fonds destinés au financement des réfugiés. La légation aurait été avisée qu'elle (devrait) passer intermédiaire "Becours national" (ce qui) paraît anormal au Gouvernement mexicain. J'avais reconnaissant à V.E. des informations qu'elle croirait opportun de m'envoyer à ce sujet.

A la demande de la légation cubaine j'interviens auprès du ministère des finances pour demander l'autorisation en faveur de cette légation de disposer du montant des recettes de chancellerie des consulats de Cuba en France, actuellement fermés, en vue du paiement des frais de rapatriement de 40 ressortissants cubains internés en zone occupée et qui seront échangés contre des Allemands retenus à Cuba.

Le ministre des finances n'a pas estimé possible d'accorder l'autorisaion demandée, mais il n'a aucune objection à ce que la légation de Cuba utilise pour ses besoins en France les frnous qu'elle détient et qu'elle peut employer à son gré, notamment en secours au profit des ressortissants cubains internés.
