## Cursus des Français

Ces singularités avaient d'ailleurs efforcé les Ecrits et les Elimités (418) qui les considéraient comme incompatibles avec leur souveraineté (groups unreadable) d'aurait dans les pastes anglo-iradien et anglo-syptien et (419) comme je notais que les objections actuelles des états leur avaient été probablement suggérées, il me fut dit qu'ils avaient mieux pris conscience de leurs droits et se mettaient beaucoup plus forts qu'autrefois du fait de leur reconnaissance par l'Amérique et la Russie, et des appuis qu'ils escomptaient des pays arabes.

En conclusion, M. SHONE a suggéré comme expédient notre réconciliation au traité tel que nous l'entendons, avec (420) substitution d'une série d'accords partiels non assurant au (provier) stade la sauvegarde de nos intérêts essentiels. C'est vers une semblable solution qu'il aurait orienté l'exécution de DIEBEL BURNE, en lui conseillant de négocier avec nous au lieu de repousser de plans nos projets. L'offre de reprendre les conversations faite récemment par le ministre des affaires étrangères serait la conséquence de cette suggestion.

V. Dans ce qui précède, je crois discerner la manœuvre (421) dont nous sommes l'objet et qui, dépassant le problème de l'armée, tend avec le concours de l'Amérique, de l'Union arabe et des états, et en invoquant la position radicale comment leur indépendance prive par le Russie, à nous frustrer de notre situation privilégiée sur le plan politique, militaire et culturel. C'est en définitif une coalition contre la conclusion d'un traité qui se dessine, et qu'il nous faut déjouer.

La conjoncture est délicate, car nous devons admettre comme plausible l'éventualité d'un passage rapide (422) à l'action dont la conférence du Caire serait le tribunal et la question (le groupe unreadable). Nous devons éviter que ce problème soit dissocié des autres et à cet effet saisir l'occasion qui nous a été présentée par l'offre faite le 9 février par DIEBEL BURNE d'ouvrir des conversations en vue d'accepter toutes les questions Franco-syriennes. C'est ce que le Général BETHET se propose de faire dès le retour à Rome en Précisant DIEBEL BURNE. Cette démarche permettra peut-être de faire (tel unreadable) (424) et à exposer leurs vues. Qu'il y réussisse ou qu'il y échoue, il importera d'engager les conversations et en évitant pour le moment de prononcer le mot de traité, d'affirmer notre volonté d'aboutir à un arrangement général concernant

I. Au cours de mes arrêts récents au Caire et à Beyrouth, je me suis naturellement renseigné auprès de notre Ministre en Égypte et du Général HELBET de l'état actuel et des perspectives de développement de nos affaires au Levant. J'ai eu nettement avec notre délégué général en présence de ses principaux collaborateurs politiques des entretiens approfondis. (409) J'ai également vu d'autres personnalités telles que le Patrimoine maronite et le Cardinal EMPOGNE. Pour des raisons affiche à discerner, je me suis abstenu d'aborder la matière avec les Gouvernements des états, mais par contre je me me suis pas dérobé de demandes d'entretiens que tour à tour Sir HUMAND GHIOG, Lord HILLEMAN, M. SHEET et le Général HOLMES m'ont présentées. (410) J'ai cependant pris le soin de les avertir que je ne possédais point qualité pour discuter des affaires du Levant, que j'enregistreais leurs points de vue, et que s'il m'advenait sur leurs demandes de forestier une opinion, elle serait exprimée à titre personnel purement.

II. De tous ces contacts j'ai tiré les remarques ci-après:

Prangais, Britanniques, Syrians, Libanais s'accordent à reconnaître que l'agitation récente, dont le transfert des troupes spéciales a été le prétexte, s'est momentanément apaisée. (411) Tous pensent également qu'elle est susceptible de se ranimer et de se développer. On alligne pour expliquer cette trêve, que l'objet du litige, et de façon plus générale la question de l'indépendance, seront évoqués devant la conférence des États-Unis actuellement réunie au Caire, et dont on attend les directives et les résolutions. On tient pour très probable que les revendications syro-libanaises seront approuvées et appuyées par cette conférence. (412) Le Caire paraît juste. J'ajoute en le notant deux autres constatations. La première est qu'en Syrie comme au Liban, l'agitation naît ou s'apulse suivant la volonté du Gouvernement. La deuxième est qu'il a suffi que le Ministre de l'Angleterre au Levant ait, comme il me l'a dit, conseillé à EYERIL MANDAM la modération, pour

Au cours d'un entretien que le Général PETIT a eu le 10 février avec le Général GOLGOBIN, directeur du service des prisonniers et déportés rapatriables, qui paraît avoir reçu des pouvoirs étendus, les points suivants ont été abordés:

## Alsaciens et Lorraine et Isolée.

Le Général étudiera leur cas qu'il connaît mal, son service venant seulement d'être créé.

## Français libérés par l'avance de l'armée soviétique.

Ces Français sont tirés et envoyés vers l'armée dans des (444) camps de groupement en vue de leur rapatriement. Ces libérés français recevront le même traitement que les officiers et soldats soviétiques en ce qui concerne l'indemnité, les vivres et les soins médicaux. La direction et le service intérieur des centres de groupement seront assurés par des Français. Le Général GOLGOBIN, au cours d'une prochaine entrevue indiquera au Général PETIT l'emplacement des centres et leur importance numérique. Il pouvait dire que le nombre des Français libérés actuellement ne s'élèverait qu'à quelques milliers. Le chiffre de 100.000 donné par les autorités polonaises de Lublin (445) serait donc exagéré. Le rapatriement des Français se fera probablement par le port d'Odessa. Les Français libérés qui ne trouvent en Pologne seront transférés en U.R.S.S. où sera réglée la question de leur rapatriement.

## Réciprocité.

Le Gouvernement soviétique tient à l'application du principe de réciprocité. Le Général GOLGOBIN rappelle qu'il y a en France 70.000 Soviétiques dont aucun n'a encore été rapatrié. Il insiste sur ce sujet. Il note, d'autre part, que des Soviétiques auraient été incorporés dans l'armée française.
