Dans une allocution prononcée hier soir au Forum du New York Tribune M. DEWEY a, pour la première fois, pris une position nette sur le plan de la politique étrangère. Son discours comprenait deux parties principales: l'une consacrée à une critique de la politique extérieure du Président ROOSEVELT, l'autre à l'organisation future de la paix.

Sur le premier point M. DEWEY a reproché avec beaucoup de force au Président d'avoir, par sa politique personnelle et secrète, introduit (6308) le désordre et l'impotence dans l'action diplomatique des Etats-Unis, et il a cité en exemple les affaires polonaise, italienne, française. Sur cette dernière question il a dit notamment: "Les conséquences malheureuses de l'antipathie personnelle de M. ROOSEVELT pour le Général DE GAULLE ne sont que trop connues. Nous avons soutenu son (6306) adversaire DARLAN. Quand DARLAN fut assassiné, nous avons soutenu le Général GIRAUD. Aujourd'hui, la France se trouvant libérée, ROOSEVELT est contraint de traiter avec le Général DE GAULLE, qui dirige en fait le seul Gouvernement français existant. Le refus persistant de M. ROOSEVELT de reconnaître le Gouvernement du Général DE GAULLE en France contribue à accroître le chaos derrière nos lignes à un moment critique de la guerre. La France est la (6307) principale voisine de l'Allemagne. C'est elle qui a eu le plus à connaître les agressions allemandes. La glorieuse résistance du peuple français pendant quatre années de torture lui donne droit à un traitement plus généreux. Nous avons besoin d'avoir la France dans nos conseils et nous avons besoin de l'avoir maintenant."

En ce qui concerne l'organisation future de la paix, M. DEWEY s'est prononcé très nettement en faveur du désarmement complet de l'Allemagne et du Japon, de la suppression de (6308) l'industrie aérienne allemande, de l'internationalisation de la Ruhr. Il s'est exprimé sans réserve en faveur de la participation des Etats-Unis à l'organisme chargé d'assurer la sécurité internationale et a fait l'éloge du résultat de la conférence de
