# II. Dumbarton Oaks. 

M. SPAAK a exposé les objections principales telles qu'elles résultent du mémoire établi par (1269) le Gouvernement belge au sujet du projet de Dumbarton Oaks. De part et d'autre, ont été reconnus l'utilité de la ... et les principes sur lesquels seraient fondées les décisions du conseil de sécurité, ainsi que l'intérêt qui s'attacherait à ce que fussent recherchées des procédures d'arbitrage, de conciliation et d'ajustement moins vagues que celles qui sont indiquées dans le rapport (chapitre 8, section A, paragraphe c). En ce qui concerne le jeu des pactes régionaux dans le cadre de la sécurité collective (chapitre 8, section e) M. SPAAK a pris connaissance avec (1270) intérêt d'un amendement que le Gouvernement Provisoire a intention de proposer et dont le texte vous sera adressé lorsqu'il aurait été définitivement arrêté, objet de cet amendement étant que les procédures du conseil de sécurité ne puissent entraver le jeu des accords régionaux ou faire obstacle à l'automatisme des pactes d'assistance.
III. Les entretiens se sont déroulés dans une atmosphère de franchise et de cordialité et, pour autant que le Département puisse en juger, M. SPAAK est reparti très satisfait d'une visite que l'Ambassade avait préparée avec un soin auquel le Département se plait à rendre hommage.

Veuillez trouver ci-après pour votre information confidentielle texte d'un selégremme que j'ai adressé à Bruxelles en date du 26 février.
(1265) Les résultats obtenus sur le plan économique lors de la visite à Paris de M. SPARE (du 21 au 24 février) ont été résumés par le communiqué donné à la presse le 25 février. Sur le plan politique, les conversations ont porté principalement sur problème rhénowestphalien et sur Dumbarton Gaks.

## I. Problème rhéno-westphalien.

Les ministres français et belgs se sont trouvés d'accord sur la nécessité de détacher du Reich militairement, économiquement et politiquement une certaine région de l'Allemagne occidentale qui (1266) serait entièrement soustraite à la souveraineté allemande et dont l'étendue serait déterminée par les exigences de la sécurité envisagée sous son double aspect militaire et économique. Ils ont convenu qu'il y aurait avantage à ce que cette portion de territoire qui au cours des entretiens a été désignée comme la "région rhénowestphalienne" formât une entité douanière sans barrières intérieures. Ils ont admis qu'elle ne devrait pas nécessairement être soumise au même régime politique, administratif et militaire. Une certaine zone (territoire de la (1267) Ruhr) pourrait recevoir un statut international analogue à l'ancien statut du territoire de la Barre. Pour une autre zone (rive gauche du Rhin et ... ) on pourrait concevoir un régime à (.2M.) avec participation belgeluxembourgeoise et éventuellement hollandaise. Il a été indiqué que le Gouvernement Provisoire envisageait extension de la zone d'occupation française jusqu'à Cologne inclusivement. M. SPARE a nettement laissé entendre que la Belgique désirait une zone propre avec (1268) accès au Rhin. Il a ajouté que pour son pays, comme pour la Hollande, la question du régime

Lors du départ pour Moscou de Monselgneur TAHAN, Patriarche (orthodoxe) d'Antioche et de tout l'orient certaines oppositions à ce voyage se sont manifestées, en particulier celle du Gouvernement libanais sans doute soutenu par les autorités britanniques. Cette délégation avait au contraire tout fait pour faciliter le (30) déplacement du Patriarche.

Depuis lors j'ai appris de source sûre que les sentiments de Monselgneur TAHAN correspondaient bien à ceux qu'il m'avait exprimés (au sujet) de la France et qu'à Moscou il était résolu à insister (auprès du) Gouvernement soviétique en faveur du maintien au Levant de la France en tant que protectrice des minorités chrétiennes et comme obstacle indispensable de la politique britannique de pan-arabisme envahissant.

M. DURB a qui j'ai fait souvenir cet aprèsmidi des diverses ... contenues dans vos télégrammes 1238 à $1243^{2 x}$ m'a mis au courant de l'entretien qu'ont eu ce matin a Londres MM. GRAUVEL et MASSIBLI avec M. CADOGAR, et dont M. WINANT a rendu compte au Département d'Etat.

Il m'a déclaré qu'il estime quant a lui la (1167) modification de rédaction du texte de l'invitation à la Conférence de San-Francisco suggérée par M. CADOGAR "les Gouvernements ol-dessus désignés suggèrent que la Conférence prenne pour base de discussion les propositions pour l'établissement d'une organisation internationale ... " parfaitement acceptable. Il croyait qu'elle parait également acceptable à M. STETTINIUS, (1168) a qui il l'a transmise (oreloment).

Si cette formule recueille l'approbation du Gouvernement français, il suffira d'un échange de télégrammes avec Moscou et Tchoung-King pour permettre l'envoi des invitations au nom de la France aussi bien que des quatre autres puissances.

Je demanderais bien entendu dans ce cas au Département d'Etat, de communiquer aussi rapidement que possible aux Gouvernements de toutes les Nations-Unies les amendements que vous m'annoncez.
